7.1.B. - Page 5 <br /> EXHIBIT "A" <br /> SCOPE OF SERVICES AND TIME SCHEDULE <br /> Consultant as the Project Manager shall be responsible for managing the Project <br /> Approval & Environmental Document (PA&ED) phase of the US Route 101/SR 84 <br /> Interchange Reconstruction Project (the "Project') for the City. Consultant shall be <br /> responsible for providing; Project oversight, PA&ED consultant contract administration, <br /> coordination with Caltrans, the San Mateo County Transportation Authority (TA), and <br /> community, and reporting within and for the City according to established protocols. <br /> Scope of Work <br /> 1. Project Management Planning <br /> Proiect Charter - Consultant shall develop a two-page Project Description or "Project <br /> Charter" based upon existing City documents that authorize the Project and relevant <br /> materials developed by the Project team. This will define the Project with respect to <br /> Project purpose and need, measurable Project objectives and related, mutually <br /> accepted, success criteria and end results, high-level requirements and Project <br /> description (standards and requirements, processes, and description that will likely <br /> come from the existing documents), high-level risks, summary milestone schedule, <br /> summary budget, approval requirements, and names and responsibilities/authorities of <br /> Consultant and Project team members. Its foundation will be City's stated Project goals. <br /> Proiect Manaqement Plan - Consultant, in coordination with the Project team, shall <br /> develop a Project Management Plan that defines the Project and how it will be planned, <br /> executed, monitored and controlled, and closed out. The Plan shall describe at a <br /> summary level the following elements: <br /> . Project team members and their roles, authorities, responsibilities, and reporting <br /> relationships <br /> . Project life cycle and phases of work <br /> . Work processes to be followed <br /> . Tools and techniques and how they will be applied <br /> . Prosecution and execution of the work to accomplish the Project objectives <br /> . Process to monitor and control Project changes <br /> . Process describing how integrity of scope, schedule and cost baselines will be <br /> maintained <br /> . Need, scope and techniques for communicating with stakeholders <br /> . Key management reviews to address open issues and pending decisions. <br /> The Project Management Plan will address the following elements: <br /> . Communications management (see 2. Project Communications below) <br /> . Scope, schedule and budget management (overall Project and PA&ED <br /> consultant) (see 3.
