8.B. - Page 82 <br /> The San Mateo County Congestion Management Program(CMP)requires a transportation analysis <br /> to be prepared when a project would add 100 or more peak-hour trips to the roadway network. <br /> Projects that generate less than 100 trips in either peak-hour are presumed to have a less than <br /> significant impact on the level-of-service (LOS) at intersections that would carry project traffic. The <br /> net new trips associated with the proposed project are well below the CMP threshold. Trips <br /> generated by the project would have a less than significant impact on local and regional roadways. <br /> (Less Than Significant Impact) <br /> The City Design Criteria for Private Streets requires the roadway width to be at least 30 feet wide <br /> (two 12.5-foot wide lanes,plus a five-foot wide walkway along one side of the road). The proposed <br /> roadway accessing Lots 2 through 5 would be a single 16-foot wide,two-way roadway and a four- <br /> foot walkway. The walkway would be located on the residential side of the roadway and would <br /> provide a walking area for pedestrians to safely access the residential units. The roadway would be <br /> relatively straight allowing motorists to see each other approaching and pull over or maneuver <br /> around each other. Additionally,the roadway would only serve four houses, limiting the instances in <br /> which cars would be required to pass each other. The narrow roadway and walkway is not a design <br /> feature that would result in substantial hazards to future motorists or pedestrians at the project site.43 <br /> (Less Than Significant Impact) <br /> Vehicle turn radii as residents back out of their driveways would overlap at Lots 4 and 5. In the <br /> event that residents at Lot 4 and Lot 5 wish to exit their driveways at the same time, one motorist <br /> would have to wait until the other is no longer in the way. While this could be inconvenient at times, <br /> the overlapping turn radiuses are not a design feature that would result in substantial hazards to <br /> residents at the project site.44 (Less Than Significant Impact) <br /> The e�sting driveway on the project site enters at an acute angle from a curve in Valota Road(see <br /> Figure 3,Existing Site Conditions). The proposed roadway would be built east of the e�sting <br /> driveway where Valota Road is straight and the roadway would,therefore, enter the site at a right <br /> angle (see Figure 4, Conceptual Site Plan). Compared to e�sting conditions,the new driveway <br /> location would provide better visual clearance for motorists as they enter and exit the project site. <br /> (Beneficial Impact). <br /> The City's Fire Department has reviewed the site design plans and has determined that the project <br /> design would not result in inadequate emergency access. The project would not affect any e�sting <br /> or planned pedestrian,bicycle, or transit facilities. (No Impact) <br /> The project would construct five buildings with ma�mum heights of 27 feet at an infill site in an <br /> area with comparable development. The project would not change air traffic patterns. (No Impact) <br /> 4.16.3 Conclusion <br /> Implementation of the proposed project would have a less than significant transportation impact. <br /> (Less Than Significant Impact) <br /> 43 City of Redwood City.
