8.B. - Page 87
4.18 MANDATORY FINDINGS OF SIGNIFICANCE
Less Than
Potentially Significant Less Than
Significant With Significant No Impact Beneficial Information
Impact Mitigation Impact Impact Source(s)
Incorporated
1) Does the project have the potential to
degrade the quality ofthe environment, 1-14
substantially reduce the habitat of a fish
or wildlife species, cause a fish or
wildlife population to drop below self-
sustaining levels,threaten to eliminate a
plant or animal community,reduce the
number or restrict the range of a rare or
endangered plant or animal or eliminate
important examples of the major periods
of California history or prehistory?
2) Does the project have impacts that are 1-14
individually limited,but cumulatively
considerable?("Cumulatively
considerable"means that the
incremental effects of a project are
considerable when viewed in connectio
with the effects of past projects, the
effects of other current projects, and the
effects of probable future projects)?
3) Does the project have environmental 1-14
effects which will cause substantial
adverse effects on human beings, either
directly or indirectly?
4.18.1 Conclusion
The project would result in temporary air quality, erosion, and water quality impacts during
construction activities. These impacts are temporary and would be reduced to a less than significant
level with implementation of the proposed mitigation measures. Because of the temporary nature of
these impacts, the fact that the impacts would be mitigated, and because there are no other projects in
the area that would be constructed concurrently with the proposed project, there would be no
cumulative effect resulting from construction activities.
The project could result in impacts to nesting birds, should they be discovered on or adjacent to the
project site. Because this impact would be mitigated to a less than significant level and there are no
other pending projects in the immediate area whose effects could be combined with the project
effects, the project would have no cumulative impact on biological resources.
Noise impacts would result from construction and occupation of the proposed project. As discussed
above, construction impacts are temporary and do not contribute to long-term cumulative impacts.
The long-term noise impact is a result of placing a noise sensitive land use (i.e.,housing)in an area
with incompatible ambient noise levels. Implementation of recommendations in an acoustical
analysis to be completed for Lots 1 and 2 would reduce impacts to future residents of the site from
noise on Valota Road. Because this is an impact to future occupants of the project site and not to
esting sensitive receptors or land uses in the project area, the project would not contribute to an
esting impact or to a probable future noise impact on esting land uses.
1410 Valota Road Residential Project 75 Initial Study
Redwood City January 2012
