Consultant shall rely on <br /> the PA&ED consultant to provide relevant, accurate reports from the Project <br /> management software used to aid in this management process. Schedule variance will <br /> be a critical measure, combined with scope and budget variance, to express overall <br /> earned value progress versus time. Consultant expects the PA&ED consultant to <br /> consider resource leveling, what-if scenario analysis, adjustments to dependencies and <br /> durations, and schedule compression in determining appropriate and necessary course <br /> and schedule changes. Consultant shall review and analyze potential changes required <br /> or requested, including corrective or preventive measures, and process formal change <br /> requests in a consistent, integrated change control manner. <br /> Budqet Control - Consultant shall use the PA&ED consultant's contract budget to <br /> compare the approved baseline cumulative cost distribution over time with actual <br /> cumulative expenditures to determine potential changes to the baseline budget, keeping <br /> funding requirements clearly in view. <br /> Consultant shall prepare a simple budget chart to summarize cost performance over <br /> time. This will "roll up" all component costs to allow a big-picture snapshot of <br /> performance against baseline that integrates planned value, earned value, and actual <br /> cost. Consultant shall review and discuss the budget chart with the Project team with <br /> respect to other current information, including funding, potential external changes, <br /> known and potential budget risks, and cost control measures in place. <br /> Consultant shall prepare forecasts of cost to complete and the cost estimate at <br /> completion at routine intervals based on performance. Consultant shall use the cost <br /> performance assessments along with scope and schedule performance measures to <br /> prepare its monthly and quarterly progress reports. Consultant shall review and analyze <br /> potential changes required or requested, including corrective or preventive actions, and <br /> process formal change requests in a consistent, integrated change control manner. <br /> 4. Quality Assurance and Project Integration <br /> The City's customary quality assurance and quality control procedures, supplemented <br /> by appropriate Caltrans and TA procedures, shall be used for the Project. Respective <br /> standards, codes and regulations shall provide the framework for achieving quality. <br /> Consultant shall monitor quality activities of the PA&ED consultant and Project team <br /> and document observations and findings. This process shall measure quality, define <br /> changes required and validate that appropriate changes are integrated into deliverables. <br /> This process shall also consider and document issues that arise from the integration of <br /> the Project with other capital infrastructure projects and land use and development <br /> plans. Consultant shall review and analyze potential changes required or requested, <br /> including corrective or preventive actions, and process formal change requests in a <br /> consistent, integrated change control manner.
