8.B. - Page 222 <br /> Associate Planner Littlefield gave the following presentation: <br /> 1410 Valota Road <br /> Residential Project <br /> Background <br /> o Reviewed and approved by the Planning Commission last year on April 3, 2013 <br /> o The PD Permit Application expired and that is why it is coming back this evening <br /> o Last year the following were requested for approval: Final IS/MND, PD Permit, <br /> Exceptions to Subdivision Ordinance, and Vesting Tentative Map. <br /> o All but the PD Permit are still valid and not subject to review by the Commission this <br /> evening. <br /> Existing Site Conditions <br /> o Residential project development, one large lot with a single family home on it. <br /> Proposed Site Plan <br /> o Proposal is to subdivide the lot into 5 lots and create a private roadway <br /> o Agenda packet includes proposed elevations for each parcel <br /> o Staff's recommendation remains the same as last year, to approve the PD Permit <br /> o Conditions of approval remain the same <br /> Jack Chamberlain, the applicant, spoke to the project. He stated that financing has been <br /> difficult for this project. He stated he is waiting for the appraiser to move forward. He offered <br /> to answer any questions about the project. <br /> MOTION TO OPEN THE PUBLIC HEARING <br /> M/S: (Radcliffe/Borgens) <br /> Motion Passed: All yes. <br /> Barbara Stacey, resident across the street from the development, stated that she does not <br /> deny the usefulness of the homes in this development but is rather more concerned with the <br /> driving activity on Valota and the parking issue. She stated that speeding is a problem on <br /> Valota which makes it difficult for people to turn off the side streets. She noted there are no <br /> stop signs or anything between Woodside and Redwood. <br /> Kelly Guinto, resident on Valota for 11 years, stated that speeding and parking are an issue. <br /> She noted that within seven houses of her house there are three businesses which increase <br /> the pressure on parking. She stated that some units also have multiple families living in them <br /> and she asked how parking will be arranged. <br /> Nancy Duran, resident on the corner of Silver and Valota, stated that there is a dip on Silver <br /> that cannot be driven over straight. She stated thatjust last night there was nearly a collision <br /> there because the street is not spacious enough for the cars. She stated that parking for the <br /> development will be on the curb but right now cars have to stop and let other cars pass <br /> because it is so parked up. She stated that the development assumes residents will park in <br /> garages but there's no way to guarantee that. She stated that she feels bad about removing <br /> all the trees because that piece of property has been there a long time and is quite beautiful. <br /> MOTION TO CLOSE THE PUBLIC HEARING <br /> M/S: (Borgens/Holt) <br /> Motion Passed: All yes. <br /> Page 2 of 13 <br />
