8.B. - Page 231 <br /> Commissioner White stated there is some depth in the image of the four corners. <br /> Mr. Hunter stated the plan was to have a set of stairs greeting people from Jefferson and <br /> Middlefield to bring people to at-grade. <br /> Commissioner White asked about the thought process behind putting the restaurant where it <br /> is in this proposal versus opening up to Theater Way. <br /> Mr. Hunter stated in the Precise Plan it calls for a restaurant space on the north end of <br /> Building B to greet people arriving on the train. He stated that he sees the opportunity to bring <br /> retail around the corner. <br /> Commissioner Tabing stated he is supportive of the project, and that there are no exceptions <br /> to requirements or guidelines. He stated he is concerned about traffic but believes the City <br /> will address this sooner or later, and probably by the time this project is completed. He stated <br /> he understands why some decision were made for the Depot Circle as far as CalTrain, etc. <br /> He stated as far as he knows the Winslow lot is not spoken for, and he asked for background <br /> on that because it seems like there has been a significant change from what was in the plan. <br /> Mr. Ekern stated there were two development entities that proposed to develop the block, and <br /> the City Council after making their selection, have been in discussion with Staff looking for <br /> development opportunities on the Winslow lot. He stated to make the cut through the Precise <br /> Plan calls for reduces that lot so it is functionally not a developable lot in an economically <br /> viable way. He stated some were willing to propose a hotel, etc., but it was not a project that <br /> was going to happen any time soon. He stated that by keeping it rectangular makes it a more <br /> developable site and less financially unviable. <br /> Chair Schmidt asked if there's a way to release the video that the developer showed. <br /> Mr. Hunter replied that he would give the video to Mr. Lyon. <br /> Chair Schmidt asked how the Downtown Precise Plan's EIR touches on traffic impacts. <br /> Mr. Lyon stated that generally they assumed a level of development and a build-out scenario <br /> for the 180 acres or so of the downtown. He stated they looked at trip distribution patterns <br /> assuming that level of build out. He stated the EIR actually looked at a higher level of <br /> intensity and the City scaled it back down. He stated now they evaluate each specific <br /> development proposal and looks at the details and say, given the overall trip distribution <br /> details we assumed, they ask if a project-specific evaluation coincide with that level of <br /> analysis. He stated that if it does not then it would trigger a higher level of detail, and this did <br /> not do that. <br /> Chair Schmidt noted that during the work on the Downtown Precise Plan EIR, it felt that it <br /> would allow adaptable and flexible guidelines without having much interruption because of it. <br /> He asked if Mr. Lyon agreed. <br /> Mr. Lyon replied yes. He stated that it depends on specific scenarios but there is the ability to <br /> have flexibility because the distribution was looked at at the aggregate level. <br /> Chair Schmidt asked about the amendment to the signs. He asked if that will have any effect <br /> on signs in the future for companies or businesses outside that area. <br /> Page 11 of 13 <br />
