7.1.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 7, 2013 <br /> SUBJECT <br /> Professional Services Agreement with Bellecci & Associates for the Charter Street Safe <br /> Routes to School Infrastructure Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute an $80,000 Agreement <br /> for design / civil engineering consulting services with Bellecci & Associates for the <br /> Charter Street Safe Routes to School Infrastructure Project. <br /> BACKGROUND <br /> In 2011, the City in collaboration with Redwood City 2020, applied for and was awarded <br /> a $634,500 grant from Caltrans' federally funded Safe Routes to School Program to <br /> construct improvements on Charter Street, from Middlefield Road to Spring Street to <br /> increase safety and to encourage students to walk and bike to Hoover School (K-8). <br /> Specific improvements in the preliminary design for Charter Street include enhanced <br /> crosswalks, pedestrian scale street lights, trees, and school signage, and accessible <br /> curb ramps. To the extent the construction grant budget can accommodate <br /> improvements to Stambaugh and Spring Streets as well as the Woodside Road <br /> Pedestrian Bridge, these locations will be included in the final design. <br /> ANALYSIS <br /> In July 2013, the City published a public notice in the San Francisco Examiner <br /> newspaper and issued a request for qualifications to nine design / civil engineering firms <br /> to prepare the plans, specifications, and estimates. The City received five proposals <br /> from Kimley-Horn and Associates, TY Lin International, WRECO, Siegfried, and Bellecci <br /> & Associates. Staff used nine criteria to evaluate the proposals, including, but not <br /> limited to, project approach, qualifications and experience of personnel to be assigned <br /> to the project, and demonstrated experience with Safe Routes to School grants. Staff <br /> then interviewed the three highest ranking firms - Bellecci & Associates, Kimley-Horn <br /> and Associates, and TY Lin International. From that review process, staff is <br /> recommending Bellecci & Associates as the most qualified firm to complete the plans, <br /> specifications, and estimates for the project by April 2014 for $80,000. <br /> To meet the Caltrans delivery schedule, the plans, specifications, and estimates must <br /> be completed by spring 2014 in order for Caltrans to issue an authorization to proceed <br /> with construction by June 7, 2014. The City has until June 7, 2016 to complete the <br /> construction and closed out the project. <br />
