Delaying the consultant selection to prepare the plans may <br /> jeopardize the City's ability to meet Caltrans' June 7, 2014 deadline to issue the <br /> authorization to proceed with construction. <br /> ENVIRONMENTAL REVIEW <br /> Since the project is significantly funded with federal funds, Caltrans will be the lead <br /> agency for the National Environment Policy Act (NEPA) review and approval. After the <br /> plans are 35 percent completed, staff will present it to the Planning Division for <br /> California Environmental Quality Act (CEQA) review.
