Attachment A
REDWOOD CITY BROADWAY CORRIDOR PLANNING STUDY
Proposed Scope of Work Summary and Budget Estimate
City and Regional Planning Department,
Cal Poly State University, San Luis Obispo,CA
Community Planning aboratories I 8II: CRP 410 and CRP 411
Fall and Winter Quarters,Academic Year 2013/2014
Instructor:Zeljka Pavlovich Howard
Background -The Broadway corridor is an important development spine in Redwood City. It is anchored
in the Downtown by the Caltrain station and at the eastern end of the City by the Stanford in Redwood
City's 35-acre property. Stanford plans to develop its property so as to convert the existing approximate
500,000 square feet of development to 1.5 million square feet of new development over the next 30
years. Between these two anchors are several projects likely to affect Broadway over the next decade.
The City's corporation yard, located on Broadway at Woodside Road, is a 9 acre site the City is
considering for development. Across the street is Redwood Plaza shopping center, which is being
evaluated for private redevelopment. The City is just embarking on the design and environmental review
phase of a reconstruction of the US 101/Woodside Road interchange, which will also have profound
impacts on the way the street functions. The City anticipates all of these three projects within the next ten-
year window.
Request for Planning Services - The City of Redwood City is seeking planning assistance to evaluate
options for roadway use of Broadway between the Caltrain station downtown and the Stanford in Redwood
City campus at Second Street. The purpose of the study is to provide a recommendafion to the Planning
Commission and Ciry Council that will then become the preferred design solution of the street. This
preferred solution will then be provided to developers, including Stanford in Redwood City, so they can
best plan their projects in anticipation of this future road condition. It should not be assumed that there will
be an expansion of the existing right-of-way and that, in fact, to the greatest degree possible all solutions
should be contained within the existing curb-to-curb dimensions.
In order to provide this recommendation and become a project for environmental review under the
California Environmental Quality Act,the City must engage various affected groups and potential users.
Areas of Analysis:
• Consideration of Complete Streets concept
• Demographics, economic, and land use conditions of neighborhoods along and adjacent to the
Broadway corridor.
■ Consideration of a potential streetcar system along the corridor
■ Using the existing configuration as an alternative
• Discussion of obstacles to implementation, as well as opportunities.
• A discussion of the impacts of reconstruction of the US 101/Woodside Road interchange, as well
as concept ideas as to moving a transit system through the Broadway/Woodside Road
interchange.
APPROACH
This proposed work program to prepare a Broadway Corridor Planning Study envisions a collaborative
planning effort between the City and Regional Planning Department at Cal Poly and the City of Redwood
REV:10-04-13 VR
ATTY/AGR.2013.186/Cal Poly CorporationlBroadway Corridor Planning
