have as vital an economy as possible, Redwood City needed to be competitive with
other cities" The City commissioned the Chamber to develop a comprehensive
economic development strategy which is being submitted at this meeting.
Councilman Ruskin said he recommended the report enthusiastically.
Councilman Ruskin said "it is really important that we understand we cannot replace
the marketplace. We need to understand that the marketplace will probably continue
to do the predominate share of determination economically.....! believe we must take
our future in our own hands as much as is possible....A good example of.....where
economic strategy and aggressive economic development has taken place is what
seems to be the fact ofU.C. Extension coming to downtown Redwood City. This is a
wonderful and perhaps momentous event for Redwood City and downtown.....!t
occurred partly because we took aggressive strategic economic action through
redevelopment to provide the kind of atmosphere necessary to attract such a
client......Had we not created the conditions for the market to act on our behalf we
would probably at this time still not have D.C. Extension ready to come to Redwood
City."
Councilman Ruskin urged his colleagues to "use the Report as the basis for the joint
economic development strategy, and we will be able to put that strategy into effect.
Finally, I do want to say that this strategy cannot be implemented without committing
resources. It will be necessary to commit resources to this strategy in order on the one
hand to signal the seriousness of our purpose and secondly in order to have an impact.
Fortunately some of the resources are already committed in the 1996/97 budget and
other resources will need to be committed in addition."
Chairman Hartnett thanked the committee members for their efforts, and said the
report was a great example of the volunteer effort by members of the community who
can make a difference far beyond that which Council Members can, individually or
collectively, and far beyond that which individual members of staff can do as well.
Chairman Hartnett said the Committee had accomplished all the Council/Agency
could have expected or hoped for, and it was up to the Council/Agency to make use of
the report so the community can move forward.
CONSENSUS: Chairman Hartnett determined it to be the consensus of the
Agency Board of Directors to accept the Report as submitted, and for the Mayor, Vice
Mayor and City Manager to meet and determine the best date for the follow-up study
session.
MINUTE ORDER NO. 05-96RD
-------------------------------------------------------------------------------------------------------------------------
MINUTE BOOK NO.1
Page No. 304
Special Redevelopment Agency Meeting Minutes
May 22, 1996
Page 4
