<br />Chairman Hartnett expressed support for development of residential and retail units <br />along a major transportation corridor, reaffirming the policy established by the Agency <br />to promote well situated housing and retail in the downtown area. <br />Director Ruskin said that with affordable housing the City and Agency can regulate <br />maintenance and ensure the complex does not deteriorate. He expressed concerns that <br />if a private development suffers fTom low demand, the complex might fall victim to <br />poor management and deterioration.
