<br />He added that the Redevelopment Area Plan's target goals included affordable rental units, <br />but what was approved for development on that site was ultimately up to the Agency <br />Directors. <br />In response to Director Ruskin's questions, Redevelopment Agency Director Church <br />said the developer would probably request some sort of subsidy ITom the City and/or <br />Agency. <br />Chairman Hartnett and Director La Berge stressed the need for quality affordable <br />housing in both single family homes and rental units, and the practicality of higher density <br />units in downtown transportation corridors. <br />2) Senior Planner Riordan described the development issues to consider which included <br /> on-going projects and about-to-begin projects in the wider area that could affect the <br /> timing of the Lonestar development; <br /> a. Jefferson Avenue Underpass; <br /> b. New traffic signal; <br /> c. Maple Street realignment; <br /> d. EI Camino Real code enforcement, Woodside to Vera Avenue; <br /> e. Traffic Study required for Lonestar and Butler development proposals; <br /> f. Housing and Human Concerns Committee input; <br /> g. Inftastructure; <br /> h. Union Pacific Railroad Parcel; <br />In response to Director's questions, Planner Riordan advised that the Housing and Human <br />Concerns Committee had recommended that 8% of the new units be very low income and <br />7% low to moderate. <br />Planner Riordan and City Manager Everett advised that underground tanks had been <br />removed ITom the site, and toxics were always an unknown to be concerned about in new <br />construction projects. <br />Chairman Hartnett asked if anyone ITom the public would like to speak to this issue. <br />Don Saye, 2021 Broadway, Redwood City, suggested that the apartment complex at <br />Franklin and Jefferson needed better management and maintenance, and that complex <br />needed serious study before the Franklin Street Area development could be successful. <br />Paul Sanfilipo, 138 Woodsworth, Redwood City, said when he was on the Planning <br />Commission the City required two and a quarter parking places per unit and he was <br />surprised to see in the conceptual plan that only one and a half spaces had been provided. <br />He urged the Agency Directors to look at the City's parking ordinance. <br />REDEVELOPMENT AGENCY MEETING MINUTE BOOK NO.
