I I I II

private market place without assistance. There is just a distinction of what level of
affordability you are achieving."
-
Chairman Hartnett said he had no more speaker's cards.
In response to Board Director's questions regarding the Franklin Street Area Plan as
compared to a Master Plan, Redevelopment Agency Director Church said, "The
Area Plan is not that specific." Using overheads he showed the limited areas within
the whole area that were under discussion, adding that the current Franklin Street Area
Plan, "just designated those areas that would exist in uses that would stay, whether it
was new development that would require as housing, as residential, no more specific
than that, and what new retail would occur on EI Camino Real. What they are
referring to as a Master Plan is something a lot more detailed than this. It would take
some kind of diagnosis of the individual properties there and the likelihood of what
price they would go for, how easy or difficult they would be to move, in turning over
the ownership and changing the use. It is a quantum leap more detailed than we have
in the Area Plan."
(Council!
