Director Church said, "We drew the boundary to take in the properties we thought
were relatively easy to do quickly, because of the window of opportunity issue. The
other piece of the area could essentially be plarmed subsequently. We could do the
Specific Plan while this effort is going on for owner participation for the first area.
There are some very difficult problems with that other area. Residential is not
undoable, but it gets very expensive as some of you know. The Pacific Bell building is
going to be a fixture we think, because of the inITastructure costs. There are some
pieces there that we probably can't do anything about."
In response to Board Director Claire's questions regarding the project on Main and
Middlefield, Director Church said, "There were 2,000 applications taken out, 650
about came back for 81 units.... There were 100 and some at least (for Wyndham
Place.)"
Director Ruskin said, "I understand that staff is saying that some of the area all the
way to Jefferson is not practical. Are you also saying that you are now about to
expand the area significantly beyond what we have been discussing, to include
substantial other areas. You will take this area as wide as is practical?" Director
Church said, "At least in part that was driven because we heard last week that the
Lonestar site alone probably wasn't big enough to do a mix of owner and rental."
Director Ruskin said, "I think a good mix might be 75% 'for sale', 25% rental.
Maybe a little more 'for sale'."
Director Claire said, "In the motion there is no indication about the mix, and I also
want to make sure that in the motion there is no limit to Wilson, and if a developer
could see his or her way fit to go all the way to Jefferson, I would not want to limit
that."
City/Redevelopment Agency Schricker said, "I suggest that to accomplish that
purpose that there would be included in the motion, the Request For Proposals going
out, would not foreclose the opportunity, but request response to full area
development, although not necessarily making a proposal for it. Whereas they would
want a proposal with respect about 2/3 or 3/4 of the area."
Director Buchan said, "I am going to withdraw the motion."
MINUTE ORDER NO. 14-97RD
Chairman Hartnett restated the Motion as it had evolved:
SPECIAL REDEVELOPMENT AGENCY MEETING MINUTE BOOK NO.1 APRIL 21, 1997
MINUTES Page No. 426 PAGE 10
