<br /> I I I II <br /> <br /> City Manager Everett added, "We would do owner participation, because we have to, <br />- but concurrently we would do a request for proposal, because other people may want to <br /> participate. My concern about a Charette is really twofold: It would be through by <br /> June, but hopefully we could be moving ahead by then. I like Charettes, but I think <br /> there are limitations to them. My concern is that the economics is not much of a <br /> driving force during a Charette process, and we need someone who can come in and <br /> say, given I have a railroad here, and given I have an industrial here and the EI Camino <br /> Real here, what do I think I can bring to you as a developer that is a doable financial <br /> deal.... The piece missing with a Charette is, you get beautiful, creative ideas, but I <br /> don't know how many of those are practical. I have seen Charettes for downtowns that <br /> are lovely, but most downtowns can't implement them, because they are too expensive. <br /> And that would be my concern." <br /> Director La Berge said, "If we had more time, I would certainly want to support a <br /> very specific Master Plan of the area. That would be the best for us. However, I <br /> believe because we believe we have a small window of opportunity here, that we can't <br /> afford to do that right now. However, I feel strong that we should have both rental and <br /> 'for sale' properties in the Franklin Street Area. I believe we must have good design, <br /> and I think having a larger piece will really help to promote that. In looking at the <br /> River Oaks Project which was about % rental and Y. 'for sale', it was beautifully done. <br /> It was a very big piece of property, but the way it was made to feel like a village was <br /> the kind of feeling we want to have in our area. We must insist that our developers <br />~ give us something that creates the village feeling with pleasant walkways and links to <br /> the commercial areas.... We all visualize what we want there. My recommendation <br /> certainly is that we go ahead with both rental and 'for sale', and get recommendations <br /> back ITom the staff and developers. If we can get a parcel of eight acres, rather than <br /> 4.5 acres, it would be an opportunity to do something very nice." <br /> In response to Director Claire's comments, "Then we are looking at an opportunity to <br /> go ITom Maple Street to Jefferson and ITom EI Camino to the railroad tracks", City <br /> Manager Everett said, "That wasn't implied in Option No.3 (of the staff report). No. <br /> 3 is basically ITom Wilson over to Maple, and obviously ITom Franklin over to <br /> CalTrain. The concern we have about including the other areas is that they are very, <br /> very tough properties to develop, and we will probably never get our hands on many of <br /> those properties. We are not going to buyout an apartment unit, you are not going to <br /> move Pacific Bell, you are not going to move the big Bekins storage...
