<br />Director Church said, "The other piece of our recommendation to you was that we <br />take what Mi'. Warren was suggesting and actually do a Specific Plan for the balance <br />of the Area so that we control the fate of it. He is right, it could go in a lot of different <br />directions." <br />Vice Chair Howard said, "I agree with Director Ruskin very strongly, and I agree <br />with the motion. I would also like to suggest, I spoke with Tom Gilman today who is <br />the immediate past president of the AlA Architect Institute of America, the San Mateo <br />Chapter. He is also a member of the Architectural Advisory Committee. This has <br />been coming up at their meetings each month, and they would like to offer the services <br />of the Charrette. My concern was the time ITame. Delay could be a problem. He <br />assured me they could whip together a Charrette by this summer, and have it <br />completed very quickly, and the architects were as excited as could be about the <br />prospect of giving back to the community a plan, a guideline, something that would <br />integrate with the downtown, Sequoia Station, EI Camino Real, what Mr. Warren <br />spoke of. The circulation is important, the streetscape is important. They would love <br />to have the opportunity to be challenged, to offer this while we are talking with other <br />developers. I don't see why there is any reason why we couldn't do both at the same <br />time. I think it is something we should take advantage of. They only ask for a <br />donation to their organization, and... the Jefferson Underpass is also something we <br />could compliment." <br />Director Church said, "Six months for a Charette would be about the same time, it <br />would take us at least that long to do a Specific Plan for an area of that magnitude. I <br />don't think we would lose time. I think what we have to be conscious of is that we <br />have a window of opportunity right now. We might think it is going to last five or <br />eight years, but think back to two or three years ago, no one would have even thought <br />twice about doing 'for sale' in this area. And that time could come again. We want to <br />try and move it as fast as we can." <br />Director Howard said, "They don't have to do the whole Franklin Street Area. We <br />discussed that and he said why don't we do the parcels we are speaking of, but plan for <br />the future how it could be integrated into the larger piece, and they said they would be <br />very willing to do that, and could have it ready to go by June." <br />Director Church said if the motion passed, "We would then have your authorization <br />to close out the owner participation process that we have gone through now. Then <br />reissue an offer to participate for the larger area however we define it. That takes 30 <br />days. We give people 30 days to respond, so by the end of May we would have the <br />responses back. If you suggest that we plan or do the Charrette on the area we are <br />covering, I don't think we would want to start getting responses until those developers <br />knew what it was they were responding to. We couldn't do those in overlap or in <br />conjunction. We would have to do them sequentially.
