� I'roject Description <br /> The propased project would provide residents and workers in the Bayfroclt axea with non-vehiculat <br /> access eo the variaus retail,restaurant, entertau�nent, and goverrunent est.�blishments in the City's <br /> Downtown areas as well as its public transportation networ�s. The joint-use path would aJ.so <br /> pxovide residents and visitors in the Downtown areas with pedestrian and bicpcle access to the San <br /> Frar�cisco Bay Trail and other open space and recreational oppoxtuniries icl the Bayfront area. <br /> The proposed joint-use path was identified in the 2008 Peninsula Paxk Pxecise Plan,which contains <br /> land use, design,and circularion policies fox crearing a distincuve,water-oriented,urban residenrial <br /> community fox the area east of US 101. The�'erunsula Patk Precise Plan covers 33 ac�es north of <br /> the project area on the bap side of US 101(City of Redwood City,2008}. The Peninsula Parl�Precise <br /> Plan consists of the One Marina development project,which is curxently under constxucrion and <br /> includes 231 xesidential uzits,three community parks, a 14-acre marina basin,a waterfront esplanade <br /> along Redwood Creek,an inner village wa1k,and a site for up ta 200 hotel rooms and 10,Q40 square <br /> feet of�etail space. To the north,the Pete's Haxbor redevelopment pmject,which is currently under <br /> review,would consist of a public marina,411 new mulri-fatnily residential units,and a publicly <br /> accessible pathway along 5mith Slough. <br /> The proposed project also includes an extension of the pedestrian path west of Convention Way <br /> within the adjacent City-owned parcel and would have a scenic overloak of Redwood Creek. These <br /> improvements were identified in Chapter 1,page 1of the 2008 North Main Street Precise Plan. The <br /> 2008 North Main Street Precise I'lan provides for increased-density infill development of residential <br /> and office uses and limited,locally-oriented commercial space. The Noxth Main Street P�ecise Plan <br /> includes frontage streetscape improvements where the jaint-use path would extend to Convention <br /> Way and a publically-accessible trail segment along Aedwood Creek. <br /> As part of the proposed project,the City would upgrade the existing storm drain pump starion on <br /> Bair Island Road,adjacent to the joint-use�ath. The upgraded Bair Island storm d�ain pump station <br /> would provide the capacity to handle the flow from the expected 100-year storm event,which is <br /> approximately 32.4Q cubic feet pex second (cfs). The existing pump sta.uon has a capacity af <br /> 13.37 cfs and is inadequate for tihe 100-year storm event. The new pump station wauld include a <br /> 2,900-cubic foat wet well fox collecting runoff during peak storm conditions. The discharge from <br /> the new pump station would connect to the e�sung discharge line to Redwood Cxeek. <br /> 1.3 PURPOSE AND NEED <br /> Creating a strong physical]ink between the Bayfront and Downtown areas has been a long-term <br /> planning goal in the City. The propased pedestrian and bicycle path under US 101 has been <br /> included as an important planning or circulation feature in the four recent planning documents <br /> applicable to the project a.�ea and its surrounding neighbothaods. <br /> • The Narth Main Street Precise Plan identifies the Downtown-to-Sapfrant Link as its fitst <br /> development issue and goal and states, "A key objecrive of this Precise Plan is that infill <br /> development along North Main Stree�creates a la.nd use and citcularion link between these <br /> two areas of future development" (North Main 5treet I'recise Plan,January 20a8,page 3}. <br /> I .3 US 90 9 Pedestrian Uredercrossing asrd <br /> Bair Island Stor�r�Drcaan Parrrcp Station Prnject <br />
