1 Project Descrz�tion <br /> • The Peninsula Park Precise Plan includes the US 101 undercrossing as part of its C�rcuiation <br /> Policy D, Pedestrian and Bicpcle Linkages to Adjacent Areas and states, "A pedestrian and <br /> bicycle undercxossing of US 101 should be constructed to link the Precise Plan Area and <br /> Downtown a].ong Redwaod Creek" (I'eninse�la Park Precise I'lan,January 2008,page 55}. <br /> • The City's General Plan,which includes linking the Downtown core to the Baqfront <br /> neighbors as part of its vision for the Citq in 2030 (page BE-7),ca�ls for a master plan for the <br /> Redwood Cteek/Harbor Center (page BE-36) and contaias "Policy BE-10.7:Improve <br /> pedestrian,bicycle, transit,and automobile]inkages between the Bayfront and the areas west <br /> of U.S. 101" (page BE-67} as part of its goal for encouraging the devel.opment of pedestrian <br /> and water-oriented mixed-use communities in the waterfront neighbo�hoods (Redwaod Citp <br /> General I'lan, October 2010). <br /> • The Downtown Precise I'lan,which notes the proximity between the Downtown and the <br /> wetlands,marinas, offices,and emerging neighborhoods along Red�vood Cxeek,includes <br /> connectivity ta the Inner Harbor as a poteniial public unptovement,and it recommends <br /> "That the City identify ways to farm a strong walkable connection along Redwood Creek <br /> between Downtown and the Inner Harbor in order to create a dynamic synergy between <br /> these two districts" {The Downtown Precise I'Ian,Janua.ry 2011 and amended September <br /> 2012,page 154}. <br /> Within the project�imits,the existing pathway between these areas has accessibility and safety issues. <br /> The proposed toint-use path would provide a safe way to meet the connectivity objectives of the <br /> City's adopted plans. <br /> The upgraded Bair Island stortn drain pump statian would provide sufficient capacity to handle a <br /> 100-year storm event, consistent with the City's Stornn Dxain Design Criteria,which requires that <br /> drainage sqstems be sized for the 100-yeax storm event. The xeplacement pump starion would be <br /> able to handle the 100-year flow from the drainage systems in the 22.28-acre Bair Island storm drain <br /> watershed area and 4.94 acxes of the Peninsula Park development. <br /> 1.4 PRO.iECT DESCRIPTION <br /> The US 101 Pedestrian Unde�crossing and Bair Island Storm Watex Pump Station Project consists <br /> of a joint-use pedestrian and bicycle path under the US 101 freeway bridge at Rec�wood Creek and <br /> the replacement of and upgrade to the nearby stormwater ptzmp stat�on on Bair Island Road. <br /> Appendix A provides a layout of the elements of the proposed project and idenri�es the limits of <br /> the proposed construction activity. <br /> The proposed joint-use path would meet Class I bicycle path criteria,which are defined in the Built <br /> Environment—Circularion element as a"completely separate facility designated for the exclusive <br /> use of bicpcles and pedestrians,with vehicle and pedestrian cross-flow minimized" (City of <br /> Redwood Cit�r,2010,page BE-105). The 14-foot wide path would contain the design features <br /> shown in Figure BE-1�.,Bike�vay Classifications (City oE Redwood Citq,2010,page BE-107) and <br /> would be dedicated for nse by both bicyclists and pedestrians.
