The BAAQMD also permits stationary sources, de�elops emission inventories,and <br /> collects air-monitoring data. <br /> BAAQMD has adopted air quality guidelines that assist lead agencies in evaluating the significance of <br /> projects in the San Francisco Bap Air Basin under CEQA. The BAAQMD CEQA Guidelines <br /> include significance thxesholds, assessment methodologies,and mitigation strategies for criteria <br /> poIlutants, air to�ucs, odors, and greenhouse gas emissions, based upon the scientific and othe� <br /> factual data pxepared in deve�oping these guidelines. On March 5,2012, the Superior Co�t of <br /> r�ameda County issued a judgment finding that the air district had failed to comply with CEQA <br /> when it adopted the new thresholds in 2010 and ordered the BAAQMD to cease disseminarion af <br /> tl�e ti�reshold until it had compliea with CEQA. The Ciry notes that the court rulii�g did not address <br /> the merits of the 2010 thYesholds or the factual and scientific informarion used to develop the <br /> guidelines. The Ciry has carefully considered the thresholds prepared bp BAAQMD and regards <br /> them as the best information ava.ilable for the air basin. Therefore, the anal�ses in this Initial Study <br /> are based upon the methodolagies in the 201.0 BAAQMD CEQA rlir Quality Guidelines,and tlze <br /> City exercises its discretion to use these thresholds for determining the significance of air quality <br /> impacts from the proposed project. <br /> The BAAQMD defines sensitive receptars as "facilities or land uses that include members of the <br /> popularion that axe particularly sensirive to the effects of air pollutants, such as children,the elderly, <br /> and people with illnesses" (BAAQMD, 2010}. Neaxby sensit�ve receptors incluc�e the residences at <br /> One Marina,approxirriately 400 feet northeast of the putnp station area, and the resic�ential mixed-use <br /> units in the North Main Street Specific Plan area,appxoximately 450 feet south of the Main 5treet <br /> poxrion of the project area. Both projects are currendp under construction and are expected to be <br /> parrially occupied during construcrion act�vities.
