2 Envr7nmental Analysi.r
• Use low sulfur fuel for stationary construction eyuipment,to the extent feasible.
+ LTse esting power sources (e.g.,power poles) ar clean fiael generators rather than
temporazy power generators, to the extent feasible.
• IJse low emission on-site stationary equipment,to the extet feasible.
Operation oE the project would require testing the emeYgency generator up to 50 hours per year.
Instaiiation of the diesel generator would recuire a permit from the BAAQMD, and the greenhouse
gas significance level for the project would be 10,000 metric tons carbon dioxide equivalent per yeax.
Eirussions fram testing the generator up to 50 hours a year would be less than 10 metric tons carbon
dioxlde equivalent per pear, well below the signiicance thxeshold.
Praject operarions would also consume 75 megavatt hours (MWh.r) of electricity per year to operate
the pump station and .2 MWhr to operate lighting for the undecrossing. Annual operationai
emissions would result in 35.3 metric tons of carbon diode equivalent gases (see Appendix C}.
Installalon of the US 1d1 pedestrian and bicycle path undercrossing would reduce emissions of
greenhouse gases, based on the 2.4 percent reduction in of mobile source emissions from the
Bayfront, using Ca1EEMod modeling for the One Marina development, with and without the
proposed project. This reduction woul.d lower greenhouse eriv.ssions bp at least 53.5 metric tons
carbon dioxide equivalent pex peax, based on improved pedestrian access and reduced distance to
Downtown and transit stations. The savings in emissions fxom the reducton in vehicle trips would
be greater than the emissions from maintenance and power purchases, and the net result of the
project would be a reduclion of at least 18.1 metric tons carbon dioxide equivalent emitted per year.
This lower-bound estimate does not consider future development in the area, trips to nearby
Convenrion Way and Main Stxeet, and assigns the 18 percent reducrion attributable to the One
Marina location to the esting condirion, even through residents are nat]ikelp to walk or bike to
Downtown without the proposed path.
With the implementation of these measures and Mitigation Measute AIR 1, Basic Construcrion
Mitigation Measures, the temporary impacts of the proJect to greenhouse gas concentrations and
climate change wauld be less than significant. After a few years of operaiion, the anticipated
reducrions in greenhouse gas emissions from the operation af the proposed project would offset the
emissions from construction and xesult in a net benefit to atmospheric greenhause gas
concentrations. {Less than Significant Impact with Mitigateon Iricorporation}
6) Conflrct with an applicable plan, policy or regulation adapted for the putpose ofreducrng
the emissrons ofgreerihouse gases?
The proposed project wauld be consistent with the applicable state and local plans, policies, and
regulations regarding the reduction of greenhouse gases. The temporary increase in emissions would
not interfete with the attainment of the AB 32 goals for 2020 and would contribute to the reductions
required by the plan. The greenhouse gases genera.ted would reflect the lovicer emissions required by
2-3G US ]09 Pedestrian Undercros.ring rrnd Basr
Island Road StorYn Draira PumjStation Project
