''Enviroramental Analysis
ongoing reduction progxams. The construction equipment and vehicles would need to meet state
efficiency requirements and use low carbon fuel. The emissions associatedthe electxicity
purchased would xeflect increased use of renewable soutces. Implementauri of te pxoposed proect
would promote walking and bicycles use and would be in cotrpliance with state and local plans and
policies fothe reducrion of gteenhause gases. (No Impact}
2.8 HAZARDS AND HAZARDOUS MATERIALS
The project area has severasources of potential hazads and hazardous materials, including a major
freeway, nearby commercial and industrial facilities, anc an airport. According to the 2010 General
Plan, the rr;ajority of the hazardous material-listed sites within Aecwood City are concentraed along
the US 101 corridor (City of Aedwood City,2011). Most hazardous matenal releases in the area ae
related to leaking underground storage tanks (LUST).
CE&G conducted five geotechnical borings within the project areas and tested soil samples from the
borings for contaminant concentrations pursuant to Title 22, Chapter 11 of the California Code of
Regu.ations. Appendic G contains the Environmental5ite Assessment (ESA) for the proposed
project containing the soil sampling results. The analytical test results indicated that the project soils
do not exceed the Total Thxeshold l.imit Concentrations ('1"1'LC) of volatile organic compounds
{VOCs),polychlorinated biphenyls {PCBs),or Tide 22 metas (Curris &Tompkins, 2013). Based on
the xesults, the project area soils encountered and removed during construcrion can be classified as
Class II "designated" (nonhazardous) waste.
The San Caxlos Airport, approixnately 1.5 miies northwest of the project area,is a general aviation
facility that averages 155,000 aircraft annually. The 5an 141ateo County Public Works Department
maintains and operates San Carlos Airport (Ciy of Redwaod City,2011).
VIII.
