?Environrnental Analysis
Tle proposed project would add infxastructure to the area and would increase the appeal of the
designated developrrent areas east and west of US 101. The project would be consistent with both
development plans and would accommodate the projected popularion gxo«rth in the Bapfront and
Downtown areas advocated in the Urban Form Land Use Element of the Ciry General.Plan (City of
Redwood City, 2011}. Thexefare, the propased project would not individually or cumulatively induce
population growth in the project area. The propased project fulfills long-term planning goals and
would not,in itself, induce substantial population growth in the area. (Less than Significant
Irnpac#)
h)DYSplace substarltial tlumbers ofexistinghousing, necessitatg the consttuction of
replacemer2t houslrig elsevhere?
The proposed joint-use path and pump starion does not contain any residential components or
require construcrion oreplacement housing. (No Impact)
c)Displace substatrtial numhers ofpeople, necessttatrrlg the cotssttuctioYr ofteplacemesat
housirag elsewhete?
A small encampment of three to six homeless people were encountered during site surveps
underneath the US 101 bridge. The praposed praject would displace tlis informal community of
people living under the bridge. However, the City has a number of homeless prevention prograrns
that would be available to these individuals prior to the commencement of project construcuon. As
discussed above in Section 2.1Q,Land Use and Panning, homeiess services range fxom emergency
shelteto transitional housing to shared hausixg to permanent housing according to the Ciry's
Conrinuum of Care plan. Therefore, the City's available pragrams woutd be a suitable alternarive to
the homeless population. Impacts to popularion and housing would be less than significant. (Less
than Significant Impact)
2.14 PUBLIC SERVICES
The ecisting fire protection, police services, and governmental services ate sufficient to suppart the
project development. The proposed project would not involve the construction of new housing
ututs or residenrial development that would necessitate an increased demand for addirional services
and manpower,ox the expansion of exisring services.
The proposed pxoject is not considered to be a commercial or residential project requiting impact
fees to be paid to the Redwood Ciry 5chool District that oversees building permits issued. There
would be no impact to schools in the area from the proposed project. According to the Building
Communitp Element of the City General Plan, the closest park to the project area is Courthouse
Square'ark, which is approxinately 0.4 miles away (City of Redwood Cit-,2011}. The pxoposed
project would have no impact on existing park services. No addirional types of public services would
be needed for the praposed project facilities.
2-57 US 10 Pedestrian Undercrossang and Bair
Islazad Kaad Star'aa Dragn Pump Station Project
