The horizon years to be analyzed will include 2013 <br /> existing conditions, 2020 construction year, and 2040 design year. <br /> The study area and horizon years are an important consideration in the evaluation of the <br /> available regional models and their ability to meet the needs of the project traffic analysis. In <br /> addition, CONSULTANT will review the overall structure of the forecast models including the <br /> level of detail in the traffic analysis zones and roadway network with the study area. <br /> CONSULTANT will also review each model's capability to account for alternative travel modes <br /> and the potential for mode shifts in the future year forecasts. An evaluation matrix will be <br /> developed to demonstrate the features of each model and the applicability to the interchange <br /> project. <br /> Subtask 3.1.2-Draft Forecasting&Analysis Methodology Memorandum <br /> CONSULTANT will prepare a Draft Forecasting & Analysis Methodology Memorandum that <br /> documents the evaluation of the farecast models as well as outlines the methodology for <br /> converting the regional farecasts into project level forecasts including turning movement <br /> volumes. The conversion of the regional forecast volumes to turning movements will rely on <br /> commonly used techniques in order to allow the maximum transparency for Caltrans' review. <br /> The traffic volumes will be developed working off the new traffic counts (2013) utilizing the <br /> difference methodology for the estimating the increase in traffic at the study intersections. The <br /> methodology memarandum will also document the proposed techniques for evaluating the <br /> intersection and freeway operations including the analysis software to be used. Due to the <br /> congestion within the study area, these techniques must be capable of identifying bottlenecks and <br /> queue spillback that reduces the overall operational efficiency of the intersections and freeway. <br /> CONSULTANT proposes to use microsimulation software to perform the arterial intersection <br /> analysis along Woodside Road. <br /> Subtask 3.1.3-Forecasting&Analysis Methodology Memorandum Review <br /> CONSULTANT will meet with the CITY and PDT to review the findings of the methodology <br /> document and address any yuestions or comments. The meeting will include a review of each <br /> model's features and the ability of the model to meet the needs of the traffic operations analysis <br /> for the proposed horizon years. It is anticipated that the horizon years included in each model <br /> may be the critical consideration when selecting the TDF model. <br /> Subtask 3.1.4-Submit Forecasting&Analysis Methodology Memorandum <br /> CONSULTANT will revise the memorandum based on the meeting and submit the draft <br /> memorandum to Caltrans for review. The review of the draft will include the Caltrans reviewers <br /> from the functional units that will ultimately approve the forecasting and operations reports. <br /> Once Caltrans has provided comments on the draft memorandum, CONSULTANT will meet <br /> with the functional units, if necessary, to insure that the approach is satisfactory and resolve any <br /> outstanding comments on the methodology. <br /> Subtask 3.I.5-Finalize Forecasting&Analysis Methodology Memorandum <br /> The final document will incorporate the changes required to address Caltrans' comments in order <br /> to gain their approval of the analysis approach/methodology document. <br /> ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR <br /> REV:10-15-13 VR <br /> Page 19 of 78 <br />
