Task 3.2-Existing Conditions Memorandum <br /> CONSULTANT is intimately familiar with the previous work performed the within the study <br /> area. Based on CONSULTANT's knowledge of the available data, it is recommended that new <br /> counts be collected for vehicles (autos/trucks), bicycles and pedestrians within the study area that <br /> represent the current 2013 conditions. All of the counts in the Woodside Road corridor will be <br /> collected on the same day for use in the microsimulation of the study area. To the extent feasible, <br /> all of the intersections counts, including the isolated intersections on Maple Street and Chestnut <br /> Street, will be collected on the same day. <br /> In addition to the traffic counts, field observations will be made and GPS-based travel time data <br /> will be collected for the Woodside Corridor at the same time as the intersection turning <br /> movement counts to support preparation of a microsimulation model that accurately reflects the <br /> observed conditions in the field. <br /> The new traffic data will be used to prepare a SimTraffic microsimulation of SR84/ US101 <br /> Interchange study area. The simulation will include the seven existing intersections in the <br /> Woodside Road corridor. Because of the closely spaced intersections in the corridor, the high <br /> levels of existing congestion, and potential increase in demand expected from new land uses, a <br /> microsimulation model is needed to assess the local street operations as a system rather than as <br /> isolated intersections. The simulation will account for the congestion that occurs between the <br /> Woodside intersections during the peak periods. <br /> SimTraffic is considered a microsimulation model, since it models individual vehicles traveling <br /> through the roadway network and accounts far both driver behavior and vehicle perfarmance. <br /> SimTraffic also models the traffic signal control equipment operation including the signal <br /> timings, phasing and coordination with adjacent intersections. This type of simulation is in <br /> contrast to deterministic traffic models, like Highway Capacity Manual 2010, Traffix or <br /> Synchro, that are commonly used for intersection level of service analysis. Deterministic <br /> software only consider the traffic flows at a single intersection without assessing the impacts that <br /> can occur due to upstream and downstream intersection operations. <br /> Freeway operations on US 101 will also be evaluated using the FREQ traffic model. <br /> CONSULTANT will study the freeway segments between Marsh Road and Whipple Avenue. <br /> The analysis will include the Woodside Road on- and off-ramps as well as the on- and off-ramps <br /> at Marsh Road and Whipple Avenue that feed into the Woodside interchange. The FREQ model <br /> provides key measures of effectiveness including: vehicle density, level of services, travel time, <br /> travel speed, and queuing at on-ramps. In addition, FREQ will can produce results related to fuel <br /> consumption, vehicle delay (vehicle hours), personal delay (VH) and maximum delay <br /> experienced within the study area. <br /> Subtask 3.2.1 -Review of Available Data&Reports <br /> In addition to reviewing the five operations studies conducted for the Caltrans facilities, <br /> CONSULTANT will review the analyses developed far the Downtown Specific Plan, General <br /> Plan Update and recent EIRs prepared for developments within the Broadway Corridor. <br /> CONSULTANT prepared the traffic ana•lyses for the Downtown Specific Plan and General Plan <br /> ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR <br /> REV:10-15-13 VR <br /> Page 21 of 78 <br />
