Subtask 3.3.3—Manually Adjust Model Results <br /> Depending on the alternative, CONSULTANT may need to manually adjust the model results to <br /> test subtle variations between alternatives. CONSULTANT will minimize the number of model <br /> runs by using these manual adjustments. This approach may reduce the overall modeling effort <br /> and may be beneficial in gaining acceptance from the Long Range Planning Forecast Unit since <br /> the demand volumes will be more consistent for alternatives with minor changes. <br /> Subtask 3.3.4-Administrative Draft Travel Demand Forecasting Memorandum <br /> Once the project alternatives are defined, CONSULTANT will complete a draft Travel Demand <br /> Forecasting memorandum documenting the forecasts for the No Project and the two alternatives <br /> to be studied in the Traffic Operations Analysis Report. The draft memorandum will be <br /> submitted to the CITY and PDT for review and comment. <br /> Subtask 3.3.5-Draft Travel Demand Forecasting Memorandum <br /> CONSULTANT will finalize the draft Travel Demand Forecasting memorandum based on <br /> comments from the City and PDT. The draft memorandum will be submitted to Caltrans for <br /> review and comment from the functional units. Once the comments are received, <br /> CONSULTANT will meet with the reviewers if there are comments that need clarification and to <br /> review the proposed changes to the analysis. <br /> Subtask 3.3.6-Final Travel Demand Forecasting Memorandum <br /> CONSULTANT will finalize the Travel Demand Forecasting Memorandum, incorporating <br /> changes based on Caltrans comments, and submit for approval. Meeting with Caltrans reviewers <br /> in Task 33.5 is designed to streamline the acceptance of the document. <br /> Task 3.4-Alternative Analysis <br /> CONSULTANT will participate in the development of alternative designs far the interchange. <br /> CONSULTANT will participate in working sessions where the interchange design concepts are <br /> developed. CONSULTANT will provide VTA network changes as input to the model runs. As <br /> mentioned previously, five alternatives will be considered in the alternatives analysis; however, <br /> it may not be necessary to run an individual model for each alternative. The alternatives that will <br /> require modeling are those that significantly change the ramp connections, such as the split <br /> diamond and flyover designs. This task ultimately includes the testing of two preferred <br /> alternatives using the AM and PM peak hour volumes far the design year using the calibrated <br /> Synchro/SimTraffic model in Task 3.2.3. <br /> Subtask 3.4.1 -Alternatives Evaluation <br /> CONSULTANT will contribute in the development and evaluation of potential design <br /> alternatives by participating in the working sessions. At a working session, CONSULTANT will <br /> provide input related to the general operational advantages or disadvantages of each design <br /> concept.
