CONSULTANT will utilize the FREQ model to present the following measures of effectiveness <br /> for the AM and PM peak hours: vehicle density, level of services, travel time, travel speed, <br /> bottlenecks, and queuing at on-ramps. <br /> Subtask 3.6.3-Design Year <br /> CONSULTANT will include No Build and preferred alternative. CONSULTANT will include <br /> No Build and 2 preferred alternatives in the construction year analysis. CONSULTANT will <br /> analyze the AM and PM peak hour traffic design year conditions for the 13 intersection study <br /> locations. The measures of effectiveness evaluated for the isolated intersections will include <br /> average vehicle delay, level of services and queuing. <br /> For the intersections along the Woodside corridor, the measures of effectiveness drawn from the <br /> SimTraffic model for the AM and PM peak hours will include: average vehicle delay, level of <br /> service, percent of vehicles (demand) served, and vehicle queuing. Additional measures may be <br /> reported if requested by the PDT or Caltrans functional units. <br /> CONSULTANT will utilize the FREQ model to present the following measures of effectiveness <br /> for the AM and PM peak hours: vehicle density, level of services, travel time, travel speed, <br /> bottlenecks, and queuing at on-ramps. <br /> Subtask 3.6.4-Administrative Draft TOAR <br /> CONSULTANT will prepare an administrative draft TOAR that documents the analyses <br /> described above. The administrative draft will be submitted to the CITY and PDT for review <br /> and comment prior to circulation of the report to Caltrans functional units. <br /> Subtask 3.6.S-Draft TOAR <br /> CONSULTANT will finalize the draft TOAR and submit to the CITY and Caltrans for review <br /> and comment. Once comments are received from Caltrans, CONSULTANT will review the <br /> comments and prepare initial responses.
