with lane closure and detouring elements. Comments from the meeting will be addressed and
incorporated as applicable. A second constructability review meeting will be held, if needed, to
obtain approval on this key element.
Task 4.4-Storm Water Data Report
A Storm Water Data Report (SWDR) is required on all Caltrans projects and focuses on the
storm water quality issues to construct the project and implementation of appropriate temporary
and permanent Best Management Practices (BMPs). CONSULTANT will prepare a PA/ED level
SWDR summarizing project impacts to water quality, general mitigation measures, and
recommend best management practices. The study will address only the impacts from roadway
improvements and CONSULTANT will utilize Caltrans standard checklists. CONSULTANT
will address the needs for erosion control measures and recommend BMP's for the project.
Within the current project limits, the current R/W may not be sufficient to provide room for
potential permanent treatment BMPs. CONSULTANT will consider various types of BMP
measures utilizing Caltrans' Storm Water Manuals and Checklists. CONSULTANT will
recommend appropriate BMP measures, such as grassy swales, detention basins, or infiltration
basins, to minimize or mitigate the water quality impacts. CONSULTANT will assess the R/W
needs to address the required BMP applications.
Task 4.5—Drainage Impact Study Report and HydroModification Memo
CONSULTANT will coordinate with Caltrans, CTY staff, and adjacent projects; review as-built
plans, previous studies, and proposed improvements to determine existing drainage patterns; and
assess potential impacts to, or deficiencies of, existing storm drain systems in the project area.
CONSULTANT will assess needed drainage improvements to serve the new facility including
requirements for future development along the corridor. CONSULTANT will assess
opportunities for storm water management and water quality solutions to minimize
environmental impacts by the project. CONSULTANT will perform necessary hydrologic and
hydraulic analyses, conceptual drainage design and cost estimate for proposed drainage
improvements. CONSULTANT will summarize the findings in a Drainage Impact Study Report.
Due to tidal action at the site, it is assumed that a HydroModification Report will not be required.
A HydroModification Memo will be prepared to document this.
Task 4.6-Location Hydraulic Study
Federal Emergency Management Agency (FEMA)-designated 100-year flood zones cover large
areas to the east of US 101 in the vicinity of Seaport Boulevard, Woodside Road, and Maple
Street. Federal review of transportation projects within the 100-year floodplain is subject to
Executive Order 11990, which requires consideration of alternatives and assessment of the
project's impacts to the beneficial values of the floodplain. CONSULTANT will prepare a
Location Hydraulic Study Report in accordance with Caltrans guidelines and requirements.
CONSULTANT will identify the significance of the project impacts to the floodplains and make
general recommendations on the possible mitigation measures.
