This research will help to establish the project setting, previous <br /> resource agency consultation, and known public concerns, including far cumulative impacts <br /> discussions (in the Natural Environment Study, Biological Assessment, and environmental <br /> document) and for future public outreach efforts. <br /> CONSULTANT will coordinate a kick-off ineeting for the environmental phase with the CITY, <br /> Caltrans, and the PDT to review and refine the work program and schedule, concur on critical <br /> milestones, and determine appropriate paths of communication. This task includes initial review <br /> of the project and early consultation with Caltrans and other responsible or interested agencies. <br /> CONSULTANT assumes that environmental studies will be performed on two build alternatives. <br /> Based on the Environmental Scoping Checklist in the 2011 Alternatives Study and input from <br /> technical specialists,the following environmental studies are anticipated. <br /> Subtask S.1.2-Project Purpose and Need/Project Description <br /> The Purpose and Need and Project Description will be developed in coordination with the CITY, <br /> Caltrans and the PDT. CONSULTANT will draft a preliminary Purpose and Need that addresses <br /> capacity, transportation demand, and safety; roadway deficiencies; modal interrelationships and <br /> system linkages; and other topics as appropriate, consistent with Caltrans requirements. When <br /> consensus is reached on the scope of the study alternatives, a detailed description of the proposed <br /> project will be prepared for review and acceptance by the CITY, Caltrans, and the PDT. The <br /> preliminary Purpose and Need and Project Description will be based on existing project <br /> engineering and traffic documents, discussion with the engineering team, and research on the <br /> historic transportation setting of the project area. CONSULTANT will develop mapping and/or <br /> graphics as appropriate to illustrate the existing constraints of the interchange. The format of the <br /> Purpose and Need and Project Description will follow the current Caltrans guidance. An <br /> abbreviated project description will also be prepared for use in the environmental technical <br /> studies. <br /> The modification of the US 101/Woodside Road interchange and the addition of ramps at Maple <br /> Street were included in San Mateo County Tax Measure A, approved in June 1988, as part of the <br /> planned improvements to US 101. The Purpose and Need will therefore be drafted to directly <br /> relate or build from the original designation, intent, and funding for the project, and to address <br /> goals defined to improve safety and congestion relief consistent with Measure A's intent, and <br /> improve traffic circulation to accommodate regional and local growth. <br /> Subtask S.1.3-Alternatives Consideration <br /> The CITY and Caltrans have already considered multiple alternatives prior to this contract. As <br /> noted above, a detailed description will be developed of the alternatives that will be advanced for <br /> further consideration. The Project Description will also include discussion of alternatives <br /> considered but eliminated from further evaluation, based on the evaluations leading up to <br /> identification of the proposed project described in the 2011 Alternatives Study, and other <br /> relevant available existing information. This description will provide the basis for the "viable" <br /> alternatives vs. alternatives that should no longer be considered.
