Boulevard. This segment of US 101 is not designated as a scenic highway. Distant views of the <br /> hills to the west are available from some parts of the project area. <br /> A Visual Impact Assessment will be prepared to describe the existing character and quality of <br /> the visual environment and assess the potential visual impacts of up to two build alternatives. <br /> The analysis will consist of site reconnaissance, photo documentation of existing conditions, <br /> development of up to five before/after computer generated photo simulations, and preparation of <br /> a technical report utilizing the FHWA Visual Impact Assessment methodology as applied in <br /> Caltrans District 4. CONSULTANT will identified the proposed viewpoints, provide them for <br /> comment to Caltrans or the PDT as appropriate, and ask for concurrence that these viewpoints <br /> are acceptable to study. Additional viewpoints, or changes requested in the views after their <br /> completion, will be out of scope/additional views. CONSULTANT will assess the existing <br /> character and quality of the visual environment and assess potential visual impacts of study <br /> alternatives both from the road and to the road. CONSULTANT will, as applicable, identify and <br /> characterize existing and proposed recreation elements that might be affected by the study <br /> alternatives. The project would not cast shadows on residential parcels such that the beneficial <br /> uses of those parcels would be substantially impaired; therefore, no shadow analysis is proposed. <br /> Consistency with applicable local plans and policies will be discussed. <br /> Task 5.10- Community Impact Assessment <br /> The project area is developed primarily with commercial and industrial land uses. Property <br /> acquisitions would be minimized with the Alternatives 3 and 5, with only some sliver takes and <br /> partial acquisitions necessary. Acquisition of full properties would be very limited, and if needed <br /> at all would be limited to up to one or two parcels. Temporary construction easements are also <br /> likely to be needed at properties adjacent to the project right-of-way. <br /> A Community Impact Assessment (CIA) will be prepared in accordance with the October 2011 <br /> Caltrans guidance to evaluate potential project effects on existing and future land use; <br /> community character and cohesion; utilities, public services, and emergency services; growth <br /> inducement; socioeconomics; relocations; and environmental justice. The CIA will assess the <br /> consistency of the proposed project with applicable land use plans, policies, and regulations of <br /> jurisdictions including the CITY, San Mateo County, and as applicable, the Bay Conservation <br /> and Development Commission. <br /> The CIA will evaluate the potential for effects, if any, to Section 4(fl properties near the project <br /> area, which appear to be limited to the Bay Trail segment on Seaport Boulevard.No public parks <br /> exist in the project area, and other Bay Trail segments and bikeways are proposed but have not <br /> been constructed. At most, it is anticipated that project impacts on the Bay Trail would be "de <br /> minimis," meaning that the official(s) with jurisdiction over the property (the CITY) will concur <br /> that the project will not adversely affect the activities, features, or attributes that yualify the <br /> property for protection under Section 4(fl. The CIA will include an appendix documenting the <br /> Section 4(fl facility and de minimis findings, which will provide the basis for the Section 4(fl <br /> appendix of the IS/EA. To support the Section 4(fl process, CONSULTANT will also develop a <br /> letter requesting concurrence from the CITY that the project's temparary and permanent impacts <br /> would result in a de minimis impact to the park facilities.
