If full parcel acquisition is needed, it is assumed to be minimal and can be addressed in the CIA, <br /> with a summary relocation impact memorandum attached as an appendix. Any discussion of <br /> specific property attributes, values, or other factors will be made as general estimates based on <br /> readily available information, and no individual property assessments are anticipated or assumed. <br /> To address environmental justice, the CIA will describe the demographic characteristics of the <br /> study area and identify whether minority and low-income populations would experience <br /> disproportionate adverse effects from the project. The evaluation will also help to identify any <br /> specific groups that should be sought out for targeted notification and input on the project, per <br /> the Environmental Justice directives. <br /> Task 5.11—Bay Conservation and Development Commission Coordination <br /> CONSULTANT assumes that project work in the vicinity of the East Bayshore Road intersection <br /> with Woodside Road/Seaport Boulevard will fall within the jurisdiction of the Bay Conservation <br /> and Development Commission (BCDC). Based on experience with BCDC on other projects, <br /> CONSULTANT has found that coordination with the agency early in PA-ED allows for <br /> incorporation of design measures that address BCDC goals, increases BCDC support for the <br /> project during the environmental document public review, and simplifies the permit process <br /> during PS&E. <br /> To determine the location of the BCDC jurisdictional boundary in the project area, <br /> CONSULTANT will produce a BCDC jurisdiction map using linework developed for other <br /> nearby projects (where available) and the methodology set forth in the BCDC Application <br /> Instructions. The map will be included in a short document that describes the project, how the <br /> map was developed, the nature of proposed work in BCDC jurisdiction, and existing and <br /> proposed public access. CONSULTANT, in coordination with the CITY and Caltrans, will <br /> provide the map package to BCDC as soon as a sufficient level of project detail is available <br /> (including expected temporary and permanent impact acreages to any wetlands or waters of the <br /> U.S. within BCDC jurisdiction). CONSULTANT will attend one meeting with BCDC, the <br /> CITY, Caltrans, and other PDT members to present the project and jurisdictional map package. <br /> Task 5.12-Final Environmental Technical Reports <br /> The technical reports for the previously defined studies will be updated based on review <br /> comments from Caltrans and the CITY. A matrix of review comments and their responses for <br /> each report will also be compiled to track and document how each comment is addressed. <br /> CONSULTANT will submit technical reports once in draft and once in final form, the intent <br /> being one review and one revision per document, unless otherwise specified.
