Based on CONSULTANT's
experience with several similar major interchange upgrade or replacement projects in District 4,
an Initial Study (IS) with Proposed Negative Declaration (ND) (or Proposed Mitigated ND) and
"routine" Environmental Assessment (EA) appears to be the appropriate document type for the
following reasons:
• Unlike a new controlled access freeway or a four-lane highway project in a new location,
the proposed project is not an action that would significantly affect the environment (23
Code of Federal Regulations 771.115).
• The project does not appear to the meet the criteria for a "complex" EA. The project is
not expected to have alternatives with multiple purposes and locations, debate related to
the purpose and need, strong public controversy, issues related to logical termini or
independent utility, individual Section 4( determinations, complex Endangered Species
Act issues, numerous cumulative impacts, or high mitigation costs.
For purposes of defining this scope of work and cost estimate, CONSULTANT assumes the
appropriate document will be an IS with a routine EA. CONSULTANT will prepare a Class of
Action memo for Caltrans District 4 to provide to Caltrans Headquarters with a reyuest for
ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR
REV:10-15-13 VR
