Up to five paper copies along with Word and PDF copies will be provided for <br /> review. <br /> Task 6.2 -Identify Required Permits and Approvals <br /> The project is expected to reyuire the following approvals in order for Caltrans to sign the final <br /> environmental document: <br /> • USFWS biological opinion <br /> • USACE preliminary jurisdictional determination <br /> • FHWA project-level conformity determination <br /> • State Historic Preservation Officer(SHPO) concurrence on Caltrans' findings with regard <br /> to cultural resources under the Section 106 Programmatic Agreement <br /> Caltrans will coordinate these approvals by submitting the Biological Assessment, Jurisdictional <br /> Delineation, air quality reports, and cultural resources reports prepared under Task 5 to the <br /> USFWS, USACE, FHWA, and SHPO, respectively. <br /> The project is expected to require the following permits after PA-ED, during PS&E: <br /> • USACE Section 404 permit <br /> • CDFW Section 1602 Lake and Streambed Alteration Permit <br /> • San Francisco Bay Regional Water Quality Control Board (RWQCB) Section 401 Water <br /> Quality Certification, National Pollutant Discharge Elimination System (NPDES) <br /> approval for work greater than one acre, and Waste Discharge Requirements <br /> • BCDC permit and Federal Coastal Zone Management Act Consistency Determination <br /> The engineering and environmental technical reports prepared under Tasks 4 and 5 will provide <br /> input for these permit applications. Permit applications are not completed at PA-ED and are not <br /> proposed in this scope of services. <br /> Permits and approvals needed for the project will be listed in the environmental document. <br /> Task 6.3 -First Administrative Draft IS/EA <br /> The first draft IS/EA would be prepared based on the purpose and need, project description, <br /> technical reports and other studies developed during the course of the project. The IS/EA will <br /> follow the most current outline issued by Caltrans on their "Standard Environmental Reference" <br /> (SER) website.
