EXHIBIT "A" <br /> SCOPE OF SERVICES AND FEE <br /> The scope and fee terms for Amendment No. 3 are described below. <br /> Scope of Work <br /> Consultant will complete three additional tasks as described below. The completion of <br /> these tasks are necessary to conclude the Project Approval & Environmental Document <br /> (PA&ED) Phase of the 101/84 (Woodside Road) Interchange Improvement Project. <br /> Task 1: Alternatives Development— Consultant will develop additional alternatives as <br /> fol lows: <br /> A. ICE Policy & Memo — Consultant will complete the Caltrans Intersection <br /> Control Evaluation (ICE) Policy and an ICE Memorandum for Caltrans review and <br /> approval. Per the Caltrans Traffic Operations Policy Directive 13-02, this will update the <br /> evaluation procedures used to: <br /> ❑ Justify the installation of traffic signal systems, yield-control (roundabouts), and <br /> multi-way stop control at state highway intersections and interchanges. <br /> ❑ Identify effective intersection traffic control strategies and alternative treatments, <br /> strategies and configurations for particular conditions. <br /> ❑ Estimate the relative effectiveness, impacts and utility of specific control <br /> strategies. <br /> This involves the following activities. <br /> 1) Assessment and screening using engineering analysis related to the "need" for <br /> control and implementation potential. <br /> 2) Engineering analysis of practical control strategies based on traffic and <br /> performance analysis and life-cycle/investment metrics. This activity involves <br /> development of the following findings. <br /> a. Traffic and Performance Analysis Findings <br /> 1) Safety— Estimated Collision costs/savings <br /> 2) Mobility— Estimated delay costs/savings <br /> b. Life-Cycle/Investment Analysis Findings <br /> 1) Service life (estimated number of years) <br /> 2) Benefit/Cost index <br /> 3) Future investment needed to extend life <br /> B. Additional Alternatives —Original Agreement includes evaluation of two project <br /> alternatives. Consultant will evaluate two additional project alternatives. This evaluation <br /> of a total of four project alternatives involves Preliminary Geometrics, Identification of <br /> Non-Standard Features, Alternatives Analysis Memorandum, Highway Plan Sheets, <br /> Design Exceptions, Utility Impacts, and Right of Way Services.
