evaluate one additional project alternative in the Traffic Operations Analysis Report <br /> (TOAR). <br /> Task 2: Revise Traffic Operations Analvsis Reqort (TOAR)— Consultant will produce a <br /> revised TOAR as described below. <br /> The year 2042 PM peak analysis was performed and submitted in the Draft TOAR <br /> for review and comment. Consultant found that the project alternatives would <br /> contribute additional freeway traffic to US 101 (northbound and southbound) in the PM <br /> peak period, resulting in increased travel time and delay compared to the No Project <br /> scenario. Caltrans raised concerns about the impact to US 101 operations and <br /> requires additional analysis to address and document possible solutions and respective <br /> results. The additional analysis will require updating the FREQ and Synchro/SimTraffic <br /> models for the Year 2042 PM peak for Alternative 3/3A and Alternative 8B. The TOAR <br /> and various engineering and environmental documents will also need to be updated to <br /> reflect the updated analysis results. It is also anticipated that several discussions will be <br /> required, including face to face meetings with Caltrans to reach resolution on the <br /> revised analysis. <br /> The Year 2042 PM peak analysis will be revised for both northbound and southbound <br /> US 101. Year 2042 PM peak analysis will also be revised for the local street <br /> intersections. The same measures of effectiveness (MOEs) presented in the Draft <br /> TOAR will be presented. The new analysis results will be incorporated into the Final <br /> TOAR, the DPR, the DED, and the traffic-dependent reports (Noise, Air Quality, and <br /> similar). <br /> Task 3: Provide Extended Proiect Manaqement Services — Contract completion was <br /> estimated to be October 2015, per the milestone schedule, and is now estimated to be <br /> October 2016—a twelve-month extension. Consultant will continue to provide project <br /> management services for this twelve-month period, including: <br /> • Project Administration — Supervise, coordinate and monitor activities for conformance <br /> with Caltrans standards and policies. <br /> • Project Schedule— Continue to update as needed. <br /> • Project Coordination — Continue to coordinate as needed. <br /> • PDT Meetings — Prepare for and attend nine additional PDT meetings (over the 21 <br /> meetings in Consultant Original Agreement), or 30 meetings total. <br /> • Invoices/Progress Reports — Continue to provide as needed. <br /> • Risk Management— Continue to update as needed. <br /> • Quality Control — Continue to provide as needed. <br /> • Project Files — Continue to maintain as needed. <br /> Assumqtions -The following assumptions qualify the Scope of Work. <br /> • No additional major geometry changes or additional alternatives will need to be <br /> developed. <br /> • No additional major TOAR comments/updates will be required. <br /> ATTY/AGR/2015/AMENDMENTS/AMEND NO.3 URS PROFESSIONAL SERVICES AGREEMENT <br /> REV:12-09-15 VR <br /> Page 4 of 6 <br />
