10/21/2013 <br /> CITY OF REDWOOD CITY <br /> HUMAN RESOURCES MANAGER <br /> DEFINITION <br /> Plans, organizes, and provides direction and oversight for Human Resources <br /> Division functions including classification and compensation; recruitment, <br /> selection, and promotion; employee benefits, wellness and engagement; <br /> employee training and organizational development; equal employment <br /> opportunity; worker's compensation and safety; employee and labor relations; <br /> workforce planning/succession planning. Develops and administers Human <br /> Resources rules, policies and procedures, and provides assistance in labor <br /> negotiations. Ensures compliance with all applicable state and federal laws and <br /> regulations as well as City personnel policies. Provides professional and <br /> strategic assistance and guidance to City leadership, managers and <br /> departments. <br /> DISTINGUISHING CHARACTERISTICS <br /> This is an executive management classification that oversees, directs, and <br /> participates in all Human Resources Division programs, including the day-to-day <br /> operations and both short and long-range planning and budgeting. <br /> Responsibilities include coordinating the activities of the Human Resources <br /> Division with other City departments and divisions, and managing the complex <br /> and varied functions of the Division. The incumbent is accountable for <br /> accomplishing program planning and operational goals and objectives for the <br /> Division, and furthering City goals and objectives within general policy guidelines. <br /> SUPERVISION RECEIVED AND EXERCISED <br /> Receives general direction from the Assistant City Manager. <br /> Exercises supervision of management and supervisory staff, and indirect <br /> supervision of technical, professional and clerical staff. <br /> EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited <br /> to, the following: <br /> 1.
