Develops, implements, and monitors the Human Resources Division <br /> goals, objectives, policies and programs in accordance with City policies, <br /> goals and objectives. <br /> 3. Develops and makes recommendations to the City Manager, Assistant <br /> City Manager, and operating departments regarding the creation, revision, <br /> or abolishment of Human Resources rules policies and procedures. <br /> 4. Supervises staff performing Human Resources Division functions, <br /> schedules activities and sets work priorities, provides staff development <br /> and evaluates work perFormance. <br /> 5. Directs and oversees employee relations activities including contract <br /> interpretation, grievance process administration, progressive discipline, <br /> facilitates negotiation of new and revised policies and procedures, and <br /> maintains ongoing communication with employee unions and <br /> associations. <br /> 6. Consults with the Assistant City Manager, department and division heads, <br /> employee representatives and others on matters related to policy <br /> interpretation, discipline, grievances and other personnel practices and <br /> matters. <br /> 7. Develops, directs, and oversees the City's classification and <br /> compensation systems including recommending the adoption or <br /> elimination of classifications, recommending salaries, and conducting <br /> compensation and benefit surveys. <br /> 8. Provides analytic and strategic support for labor relations matters and <br /> serves as an active member of the City's negotiation team as assigned. <br /> 9. Directs and oversees a comprehensive recruitment, selection, orientation <br /> and onboarding program in accordance with applicable local, state and <br /> federal rules and regulations; develops and promotes the City's <br /> "employment brand." <br /> 10. Oversees the City's Workers' Compensation and safety programs, <br /> maintains the City's Injury and Illness Prevention Program (IIPP), ensures <br /> compliance and perForms all related functions. <br /> 11.
