i <br /> EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> The following seque:nce of activities is consistent with ASTM E1527-05 (Standard Practice for <br /> Environmental Site�assessments:Phase 1 Environmental Site Assessment Process)and relevant <br /> portions of the U.'.S. Environmental Protection Agency's Standards and Practices for All <br /> Appropriate Inquiries 2005 final rule. A single Phase I document will cover both of the subject <br /> properties. <br /> Key Team Members <br /> Principal-in-Charge Anna Buising, Project Manager Rob Weber, and Environmental Planning <br /> Specialist Jeff Ballantine. <br /> • Task 1 — Site Inspection. Consultant will ensure that a qualified professional staff <br /> member will conduct a 1-day site inspection that includes photo-documentation, field note-taking, <br /> and evaluation for the parameters identified in Section 9 of ASTM E1527-05 as they apply to the <br /> subject properties. Key parameters to be assessed include existing and past uses; conditions at <br /> the site, adjacent tc� it, and in the surrounding area; and soil and vegetation conditions, to the <br /> e�ent observable <br /> • Task 2 — Historical and Regulatory Research. Consultant will obtain a comprehensive <br /> database search by Environmental Data Resources, Inc. (EDR), with evaluation and focused <br /> follow-up by Consultant's staff. For cost efficiency, Consultant will request a single EDR search <br /> that covers both subject properties and a surrounding radius consistent with ASTM E1527-05. <br /> The EDR search and historic topographic and aerial photographs will provide a good overview of <br /> past land uses, with additional detail provided if necessary by Sanborn Fire Insurance Maps, <br /> planning and buildirig permit records, title records, and reverse street directories, to the extent <br /> they are available. Consultant will research documents and databases from local, state, and <br /> federal agencies including:the Redwood City Fire Department, San Mateo County Environmental <br /> Health Division, Bay Area Air Quality Management District, San Francisco Bay Regional Water <br /> Quality Control Board, the State Water Resources Control Board (GeoTracker), and the State <br /> Department of Toxic; Substances Control (EnviroStor) <br /> • Task 3 — Interviews. Consultant will conduct interviews with present and past property <br /> owners and operators, tenants, and with local government officials consistent with the <br /> requirements of ASTM E1527-05. In addition to City staff, contact with local government officials <br /> from agencies desc�ibed in Task 2 will be made by Consultant as appropriate. <br /> • Task 4 — Reporting. Consultant will prepare a Phase I ESA document covering both <br /> subject properties consistent with applicable requirements of ASTM E1527-05. Consultant will <br /> deliver the administrative draft Phase I in bound hard copy and PDF format, and will revise and <br /> finalize based on one round of review comments from the City. The final Phase I ESA will be <br /> delivered in bound hard copy accompanied by a CD with PDF and native-format"soft"files.
