i
Consistent with ASTM guidance, the Phase I ESA will contain the following information:
an introduction detailing the purpose of the assessment, the relevant scope of services,
and significant assumptions, limitations, terms/conditions, etc.; a description of the subject
sites; a section detailing geological and hydrogeological conditions at the sites; information
regarding title records etc., presumed available from the City as current site owner;
methods and results of the historical and regulatory research for each site; methods and
results of the site inspections; methods and results of the interviews and document
reviews; findings, opinions, and conclusions regarding recognized environmental
conditions relevant to each property, including any concerns and any applicable
recommendations regarding additional follow-up services; a list of references consulted
during the assessment; and information on preparer qualifications. It will also include a
concise but substantive summary preceding the introduction. Relevant supporting
materials such as current site photographs, historical aerial photographs, and records
search and interview documentation will be presented in appendices
The following considerations are outside the scope of a Phase I ESA("non-scope considerations")
per Section 13 of ASTM E1527-05.
• Radon — not typically an issue in this area
• Asbestos-containing building materials (ACBMs), lead-based paint — unlikely to be
relevant for the Corporation Yard since any future demolition would include appropriate
containment/abatement measures, but may come into play for the Winslow Street parking lot; a
preliminary review of aerial photographs shows that the site was developed as of 1948 (the
earliest date for which photos are readily available), with demolition occurring sometime between
1956 and 1968. Depending on the nature of prior uses, there may be some potential for residual
contamination, which we will explore further through Tasks 1 and 2. If follow-up studies are
advisable, we will discuss with you and make appropriate recommendations for additional
services
• Industrial hygiene, health and safety, mold — not relevant to the subject properties and
proposed uses, based on our current understanding
• Wetlands, regulatory compliance, cultural and historical resources, ecological resources,
endangered species — presumed to be addressed separately through the environmental review
process
• Biological agents— no known reason for concern
ATTY/AGR/2013.205/INFASTRUCTURE ENGINEERING CORP
REV: 10-17-13 VR
