8.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 4, 2013 <br /> SUBJECT <br /> Public Hearing to Accept and Respond to Comments on Redwood City's Report on <br /> Water Quality Relative to Public Health Goals ("Report") <br /> RECOMMENDATION <br /> Accept and respond to public comments from the public on the Report and refer any <br /> comments to the Public Works Services Department for consideration and to address <br /> as appropriate. <br /> BACKGROUND <br /> The City of Redwood City is required by the California Health and Safety Code to <br /> prepare a brief report regarding the public water system when it detects one or more <br /> contaminants in drinking water exceeding the applicable public health goal (PHG). <br /> Section 116470 (b), (c), and (f) of the California Health and Safety Code (Attachment <br /> 1.a) specifies that every three years, public water systems serving more than 10,000 <br /> service connections shall prepare a brief report to inform the public of any contaminant <br /> exceeding the applicable PHG, the numerical public health risk, the category of risk to <br /> public health, and best available technology to remove the contaminant. The Public <br /> Works Services Department prepared and submitted the Report to the California <br /> Department of Public Health in July 2013 (see Attachment 1) and posted it on line at: <br /> http://www.redwoodcity.orq/publicworks/water/water quality.htm <br /> ANALYSIS <br /> A PHG is a non-enforceable goal established by the California Environmental Protection <br /> Agency's Office of Environmental Health Hazard Assessment (OEHHA), and is not to <br /> be confused with Maximum Contaminant Level (MCL). An MCL is the enforceable level <br /> of a contaminant that is allowed in drinking water. <br /> Drinking water constituents that have a California primary drinking water standard and <br /> for which a PHG has been set are to be addressed in the Report. Attachment 1.b <br /> contains the regulated constituent (lead) for which the City of Redwood City exceeded <br /> the PHG. Water containing lead is not delivered to consumers through the City water <br /> distribution system, but rather, it is a product of constituents leaching from fixtures <br /> containing lead within consumer's homes. A more detailed explanation of this <br /> occurrence is given in the Public Health Goal Report. <br />
