7.1 .E. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 18, 2013 <br /> SUBJECT <br /> Award of Contract — 2012-2013 Brewster Overlay Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the contract documents <br /> and award the standard form contract 00520 for the 2012-2013 Brewster Overlay <br /> Project to G. Bortolotto & Company, Inc. of San Carlos, for their responsive and <br /> responsible low bid of$466,471 .39 and authorize City Manager to increase the contract <br /> amount, if necessary, up to 10°k of the amount awarded and determine that the overlay <br /> project is exempt from CEQA. <br /> BACKGROUND <br /> The 2012-2013 Brewster Overlay Project is part of the city's Roadway Management <br /> Program. The Program addresses on-going pavement repair and replacement. <br /> Pavement requires repairs for a variety of reasons including aging, the damaging effects <br /> of traffic loads, weather, intrusive tree roots and water streets are selected for <br /> resurfacing based on staff's assessment of overall condition and projects are <br /> coordinated to make the most efficient use of resources. <br /> ANALYSIS <br /> The 2012-2013 Brewster Overlay Project will repair failed asphalt sections on Brewster <br /> Avenue and overlay Brewster Avenue with 2-inches of asphalt concrete. This project will <br /> also include minor striping changes and concrete improvements, such as "sharrows", <br /> curb ramps, and crosswalk improvements. These improvements comply with the city's <br /> complete streets policy. A project location map is attached. <br /> Seven (7) bids were received for the 2012-2013 Brewster Overlay Project on October <br /> 30, 2013, and are summarized in the table below. <br /> Bidder Bid Amount <br /> G.
