7.1 .F. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 18, 2013 <br /> SUBJECT <br /> Professional Services Agreement for the Brewster Avenue Pedestrian Improvements <br /> Project <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute the professional <br /> services agreement with Mark Thomas & Company, Inc. in the amount of $109,900 for <br /> design and civil engineering consulting services for the Brewster Avenue Pedestrian <br /> Improvements Project and authorize City Manager to execute an amendment increasing <br /> the agreement amount, if necessary, up to 10°k not to exceed $120,890. <br /> BACKGROUND <br /> The City was awarded a $734,000 grant from the San Mateo Transportation Authority <br /> (Measure A — Pedestrian and Bicycle Program) to design and construct pedestrian <br /> improvements on Brewster Avenue between Fulton Street and Arch Street, and also on <br /> Broadway between Brewster Avenue and Arch Street in the vicinity of Sequoia High <br /> School (see Attachment 1 for a project location map). The purpose of the project is to <br /> construct roadway improvements that will increase pedestrian safety and encourage <br /> students of Sequoia High School and the other schools in the area to walk and bike to <br /> school. Specific improvements identified in the preliminary design include corner bulb- <br /> outs (and associated drainage modifications as needed), ADA-compliant curb ramps, <br /> enhanced crosswalk markings, and school signage. To the extent the construction grant <br /> budget can accommodate, additional improvements such as sidewalk repairs, raised <br /> crosswalks, median islands, signal modifications, pedestrian lighting, and/or traffic- <br /> calming features may be incorporated into the final design. <br /> At its April 15, 2013 meeting, the General Plan Subcommittee recommended that staff <br /> work directly with Sequoia High School and the surrounding neighborhood on the <br /> design of this project. On June 20, 2013 staff held an evening community meeting at <br /> Sequoia High School to present preliminary concepts for the project and to receive <br /> feedback. The attendees were largely supportive of the project and expressed interest <br /> in additional traffic calming measures to further reduce speeding and to improve the <br /> condition of damaged sidewalks in the corridor. <br />
