7.1.F. - Page 2 <br /> ANALYSIS <br /> On September 12, 2013, the City issued a request for proposal to all of the civil and <br /> transportation engineering design firms identified in the City's pre-qualified/pre-selected <br /> consultant list to prepare plans, specifications, and estimates. The City received seven <br /> proposals from Bellecci & Associates, BKF, CSG, Mark Thomas & Co., Sandis, TYLin, <br /> and Wreco. The proposals were evaluated by engineering staff and ranked according to <br /> criteria identified in the request for proposal (responsiveness, project manager and team <br /> qualifications, project team experience, team effectiveness, project understanding, <br /> proposed scope, project management plan and schedule). The review panel concluded <br /> that Mark Thomas & Company was the top-ranked consultant. <br /> Staff recommends Mark Thomas & Company as the selected consultant for the design <br /> of the Brewster Avenue Pedestrian Improvements Project and the attached Agreement. <br /> The contract includes public outreach to finalize the design, development of plans, <br /> specifications, and estimates for the proposed improvements, and construction support. <br /> The 35% design drawings will incorporate input received at the June 2013 community <br /> meeting and will be presented at another community meeting for further input and <br /> refinement. An environmental review will be completed for the resulting design prior to <br /> completion of the 75% design drawings. Following completion of the design, staff would <br /> return to City Council to authorize a construction contract. <br /> ALTERNATIVES <br /> Council may select not to approve the proposed agreement with Mark Thomas & <br /> Company and direct staff to find alternative means of completing the work, or modify the <br /> scope of work, or select another consultant. <br /> FISCAL IMPACT <br /> $76,000 of the $734,000 Measure A grant is proposed to fund the design (264-83154). <br /> The $33,900 balance of the contract is proposed to be funded out of the Traffic Calming <br /> Account of the Gas Tax Construction Fund (263-70553) which had a balance of <br /> $511,693 as of September 30, 2013. <br /> ENVIRONMENTAL REVIEW <br /> As the lead agency, City of Redwood City has determined that this action is not a <br /> project under the California Environmental Quality Act guidelines.
