7.3.A. - Page 3 <br /> RESOLUTION NO. _ <br /> RESOLUTION APPROVING A COOPERATIVE AGREEMENT WITH <br /> THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR <br /> STATE INDEPENDENT QUALITY ASSURANCE OF THE PROJECT <br /> APPROVAL AND ENVIRONMENTAL DOCUMENT (PA&ED) PHASE <br /> FOR THE 101/84 INTERCHANGE IMPROVEMENT PROJECT <br /> WHEREAS, the US 101 — Woodside Road (State Route 84) interchange and <br /> surrounding intersections regularly exceed their capacity, causing queuing onto the <br /> freeway and on local streets; are challenging to navigate for people who walk or ride a <br /> bicycle along Woodside Road; and generally do not meet the operational and safety <br /> needs of the City of Redwood City, and <br /> WHEREAS, the City proposes to address the recurring congestion and <br /> operational and safety deficiencies (the Project), and <br /> WHEREAS, the City is ready to start the next phase of the project, which <br /> involves the development of the environmental document and project report, and has <br /> secured funding for that phase of the work from the San Mateo County Transportation <br /> Authority; and <br /> WHEREAS, the City is required to enter into a cooperative agreement with <br /> Caltrans whenever project work is contemplated that involves improvements to the <br /> State Highway system; and <br /> WHEREAS, the proposed cooperative agreement has been reviewed by City <br /> staff and has been determined to be fair and reasonable, and will incur no financial <br /> liability to the City by approving it; and <br /> WHEREAS, the Community Development Director recommends that it is in the <br /> City's best interest to enter into this cooperative agreement with Caltrans for State <br /> Independent Quality Assurance services for the 101/84 Interchange Improvement <br /> Project. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> RESOLVED that the City approves, and authorizes the City Manager to execute, <br /> the Cooperative Agreement with the California Department of Transportation for State <br /> Independent Quality Assurance of the Project Approval and Environmental Document <br /> (PA&ED) phase for the 101/84 Interchange Improvement Project.
