8.A. - Page 4 for the Project (Attachment 15). With respect to the unbundled parking <br /> spaces the narrative provides the following, <br /> Spaces will be leased to tenants on an as needed basis to satisfy the Precise Plan <br /> vision of "Just enough parking". Each space shall be numbered and assigned. <br /> Those residential wrap units that take access off hallways along the perimeter of <br /> each garage level shall be assigned spaces on their respective level. All spaces <br /> shall be assigned based in part on the type of vehicle being parked, with the <br /> more accessible spaces being reserved for the larger vehicles. Tandem spaces <br /> will be assigned together to the same apartment unit. The parking garage will be <br /> fitted with the necessary facilities to provide for electric vehicle charging <br /> stations. <br /> Parking management starts with the leasing office upon the initial parking <br /> assignment at the execution of lease. A property management company will be <br /> responsible for managing any parking issues on a day to day basis. CC&R's will be <br /> adopted that include provisions for parking controls, rules and regulations. The <br /> project will exceed the minimum number of parking spaces required by the <br /> DTPP. Current estimates of proposed parking are detailed in Tables 1 and 2. Final <br /> parking numbers will be refined as the project evolves through structural and <br /> construction documents. <br /> In summary, the Metropolitan Transportation Commission (MTC) Parking Toolbox- <br /> Handbook (Attachment 12) recommends unbundled parking as a strategy for City <br /> Centers/Urban Neighborhood and Transit Neighborhoods. Pages 9 and 10 of the <br /> document provide a descriptive narrative of City Center/Urban Neighborhoods, which is <br /> arguably not how Redwood City's Downtown would currently be defined, but what the <br /> Downtown may aspire to be. Pages 13 and 14 provide a description for Transit <br /> Neighborhoods, another description that could apply to Redwood City's downtown with <br /> its Caltrain and SamTrans stations. Page 33 of the Handbook provides a more detailed <br /> description of unbundled parking citing that "Unbundling parking is an essential first step <br /> towards getting people to understand the economic costs of parking..." <br /> Attachment 13, Transform Comment Letter, cites in Comment 2 on page 3 the use of <br /> unbundled parking as a strategy that can be used to reduce Vehicle Miles Traveled <br /> (VMT). The letter goes on to further state, "it is proven to be effective because it <br /> incentivizes and rewards those who decide to reduce vehicle ownership. Depending on <br /> the price, and demand and convenience of parking work environments, unbundled <br /> parking produces parking demand reductions of 10-15°k." <br /> The California Air Pollution Control Officers Association (CAPCOA) put out a report in <br /> August 2010 entitled Quantifying Greenhouse Gas Mitigation Measures: A Resource for <br /> Local Governments to Assess Emissions Reductions from Greenhouse Gas Mitigation <br /> Measures. The Transportation Quantification Fact Sheet for Individual Measures has <br /> been provided as Attachment 14. Item 3.3.2 on page 210 discusses Unbundled Parking <br /> Costs from Property Costs. More specifically, the report identifies the range of <br /> effectiveness for this strategy as "2.6-13°k vehicle miles traveled (VMT) reduction and <br /> therefore 2.6-13°k reduction in GHG emissions." <br /> Page 4 <br />
