Furthermore, the Plan Review Committee (PRC) reviewed the <br /> revised plans and determined no additional discussion was necessary as result of the <br /> revisions (beyond the standard plan check process). <br /> IV. General Plan and Zoning Compliance <br /> General Plan Compliance: The 2010 General Plan designation for the DTPP area is <br /> Mixed Use — Downtown, which allows for mixed use, commercial, and residential uses. <br /> The proposed project is consistent with the General Plan land use designation. <br /> Zoninq Compliance: The zoning for the project site was changed from General <br /> Commercial (CA) to Precise Plan (P) with the adoption of the Downtown Precise Plan in <br /> 2011 . The 525 Middlefield project conforms to the intent of the DTPP. <br /> V. Environmental Review <br /> In 2010, an Environmental Impact Report (State Clearinghouse #2006052027) was <br /> prepared to assess potential impacts resulting from the implementation of the DTPP. <br /> The DTPP established new land use, development, and urban design regulations for <br /> the 183-acre DTPP area for a 20-year planning period, including the potential for up to <br /> 2,500 residential units. The DTPP Environmental Impact Report (EIR) was certified by <br /> the City Council on January 24, 2011 . <br /> An Initial Study checklist (Attachment 2) has been prepared to consider whether any <br /> new effects not identified in the DTPP EIR may be created by construction and <br /> operation of the proposed 525 Middlefield project. The proposed project brings the total <br /> number of units proposed under the Downtown Precise Plan to 1 ,172 and the DTPP <br /> EIR evaluated the impacts of up to 2,500 units. The Initial Study checklist confirmed that <br /> the proposed project would not result in new or more severe environmental impacts <br /> beyond those previously identified in the DTPP EIR. The DTPP EIR identified certain <br /> significant and unavoidable impacts from the development contemplated by the DTPP, <br /> and in connection with its certification of the DTPP EIR and approval of the DTPP, the <br /> City Council adopted a Statement of Overriding Considerations. If the City Council <br /> determines that this Project is consistent with the development evaluated in the DTPP <br /> EIR and that no further environmental review is required, it must confirm and re-adopt <br /> its Statement of Overriding Consideration (Attachment 3) for this Project. <br /> VI. Public Notification <br /> A public hearing notice was sent to property owners, occupants and interested parties <br /> within a 300+ foot radius from the subject properties. The public hearing notice was <br /> published in the Redwood City Daily newspaper 10 days prior to the public hearing. <br /> Additionally, per City standards, the public hearing notice was posted on the City Hall <br /> bulletin board. <br /> VII. Public Outreach <br /> A public outreach program that targets the downtown area and immediate neighbors to <br /> the Project, as well as the Redwood City business community has been conducted. <br /> Page 11 <br />
