8.A. - Page 12 <br /> These meetings are as follows: <br /> • 7/25/13 — The applicant met with the Downtown Business Association and <br /> neighbors within 300 feet of the Project to introduce the project plans and <br /> schedule and respond to questions about the Project. <br /> • 9/3/13 — The applicanYs project team met with the Chamber of Commerce's <br /> Economic Development Commission (EDC) to review the project plans and <br /> obtain feedback. <br /> The feedback received from both of the aforementioned groups was positive and <br /> supportive of the scope and scale of the project. <br /> SECTION 2 — EVALUATION OF AND RESPONSE TO APPEAL <br /> On September 19�h, 2013, 605 Middlefield LLC (Appellant) filed an Appeal (Attachment <br /> 9) of the Planning Commission's actions taken on the project. On November 12, 2013, <br /> the Applicant and Appellant reached a Settlement Agreement. Following the Settlement, <br /> Appellant submitted a letter of support for the Project (Attachment 16). <br /> As a result, Staff recommends that the City Council deny the Appeal and modify the <br /> Planning Commission's Action based on the revised November 8, 2013 plans and the <br /> November 12, 2013 Settlement Agreement and Release, thereby approving the project. <br /> In order for the City Council to deny the Appeal the report includes responses to the <br /> Appeal, which have been formulated to address the issues and comments discussed in <br /> the Appeal. These responses are keyed to the section notation of the Appeal. <br /> I. The Project Is in compliance with all applicable standards contained within <br /> the Downtown Precise Plan (DTPP) and the General Plan. <br /> A. The Appeal Should Not Be Granted on the Grounds that the Proiect <br /> "violates" provisions of the DTPP and/or the General Plan. <br /> AppellanYs Position: The proposed Development violates various provisions of the <br /> DTPP (Appeal, Items I.A-I.H, I.N-I.W. I.Y, III.A-F). <br /> Citv's Response: <br /> 1 . The DTPP is an established requlatory document in compliance with <br /> Article 52 of the Citv and is the primarv means of requlatinq land use <br /> and development within the Citv's downtown area. <br /> The DTPP provides a detailed framework for land use, zoning and planning decisions <br /> within downtown Redwood City which was guided by the City's General Plan. It sets <br /> forth many baseline policies and strategies which reflect a variety of interests and goals, <br /> including the creation of innovative "walkable" neighborhoods, development of housing, <br /> and the creation of an employment center. This vision has been translated into clear <br /> and concise standards and guidelines that implement this overall vision.
