8.A. - Page 43
2010 Clean Air Plan control measures and the BAAQMD Air Quality Guidelines, because projected new vehicle
tnps resulting under the DTPP would be less than the projected rate of population growth. Therefore, the impact of
the DTPP was considered to be less than signific d no mifigations were reguired The proposed project is in
compliance with all applicable DTPP regulations, and as a resul no adc&tional air guality impacts are anticipated
c. The Downtown Precise Plan program EIR identified carbon monaxide (CO) as the pollutant ofgreatest concem in
the Bay Area region. CO levels in the Bay Area are well below ambient air guality standards, and there have been
no exceedances of CO standards in the Bay Area since 1991. However, localized high concentrafions of CO can
occur near busy cangested intersections Accorc&ng to the BAAQMD screening methodology, DTPP buildout would
not cause traffic volumes at affected intersections to exceed CO thresholds, and the impact of development resulfing
from the DTPP would be less than significant, therefore, no mitigations were reguired (EIR p. 12-18) The
proposed project is in compliance with all applicable DTPP regulations, and as a resul no adc&tional cntena air
pollutantimpacts are anficipated
d The DTPP program EIR (pp. 12-18 through 12-20) concluded that development in accordance with the DTPP
regulafions would expose sensifive receptors to taxic air contaminants (TACs) and parliculates (PMz.$) if located
within 500 feet of Peterans Boulevarc El Camino Real or the Caltrain railroad The appraximate c&stances from
the project site to these facilities are as follows: Peterans Boulevard--120 feet,El Camino Real--1,900 feet, and the
Caltrain railroad--1,400 feet Because the projectsite is within 500 feet of Peterans Boulevarc Downtown Precise
Plan program EIR Mifigation 12-1 shall be reguired as a conc&tion of project approval and will reduce the impact
to a less-than-significant level.
Mifigation 12-1 reguires residenfial projects within 500 feet of sources of TACs and particulates (e.g., Peterans
Boulevard) to include an analysis of potential health nsks. Based an the extent of such nsks, the project shall
incorporate design and construction features(e.g., increased airfiltration incorporatedinto the HPAC system) that
reduce potenfial erposure of persons to pollutants in accordance with BAAQMD adopted standards for control of
odor/taxics for sensifive receptors. These features shall include all applicable d feasible mifigations included in
section 5.4 (Mitigating I,ocal Community Risk and Hazard Impacts) of the BAAQMD CEQA Guidelines(May 2011)
subject to approval of the City of Redwood City Community Development Deparbnent One BAAQMD-suggested
performance standard that cbe applied is that the projectventilation system should be certified to remove at least
85 percent of ambientPM 2.5 concentrations from indoor areas.
e. There will be no food service businesses included within the project Purthermore, the project will accommodate
refuse and recycling chutes in the towers, leac&ng to corresponc&ng containers within the parinng garage porlion of
the project Emptying of these containers will be provided by a local waste service provider (Recology) and will
occur on a weekly basis Therefore, no odor impacts are anticipated as a result of the project
Summary of Impacts
Potentially Less than Signifcant Less than
Significant With Mitigation Signifcant No
Impact Incorporated Impact Impact
IV. BIOLOGICAL RESOURCES— YYould the project:
a) Have a substantial adverse effect, either directly or through habitat X
modifications, on any species identified as a candidate, sensitive, or special
status species in local or regional plans, policies, or regulations, or by the
Califomia Department of Fish and Game or U.S. Fish and Wildlife Service?
b) Have a substantial adverse effect on any riparian habitat or other sensitive X
natural community identified in local or regional plans, policies, regulations or
by the California Department of Fish and Game or U.S. Fish and Wildlife
Service?
c) Have a substantial adverse effect on federally protected wetlands as defined by X
Section 404 of the Clean Water Act(including but not limited to,marsh,
vernal pool, coastal, etc.)through duect removal, filling hydrological
interruption, or other means?
d) Interfere substantially with the movement of any native resident or migratory X
fish or wildlife species or with established native resident or migratory wildlife
corridors, or impede the use of native wildlife nursery sites?
8
