8.A. - Page 44
Summary of Impacts
Potentially Less than Signifcant Less than
Significant With Mitigation Signifcant No
Im act Incor orated Im act Im act
e) Conflict with any local policies or ordinances protecting biological resources, X
such as a tree preservation policy or ordinance?
Cause a fish or wildlife population to drop below self-sustaining levels? X
g) Conflict with the any applicable land use plan, policy, or regulation adopted X
for the purpose of avoiding or mitigating an adverse effect on vegetation and
wildlife?
Documentation:
a. &f. The Downtown Precise Plan program EIR (pp. I 5-13 through I S-I S) concluded thatspecial-status species would
be potentially affected only by DTPP facilitated development that is adfacent to Redwood Creek The project site is
located more than 350 feet from Redwood Creek where it daylights near Bradford Stree and therefore would not
result in such an impact Purthermore, the proposed project site is located in a developed area within Redwood
City's Downtown, which has been developed with urban land uses for over 100 years. Therefore, no impact is
anticipated
b. There are no npanan habitats or sensitive natural communities identified in the project vicinity (EIR pp. IS-1
through IS-4). Therefore, the proposed project is zrpected to have no effect on any npanan habitat or other
sensitive natural community identified in local or regianal plans, policies, regulafions, or by the Califomia
Deparbnent ofPish and YVildlife or U.S Pish and YVildlife Service.
c. The Downtown Precise Plan program EIR (pp. IS-14 and IS-IS) concluded that the potential for loss or
c&sturbance of junsc&ctional wetlands or regulated waters existed only with DTPP facilitated development that is
adfacent to Redwood Creek The project site is located more than 350 feet from where Redwood Creek daylights
nearBradford Stree d therefore no impactis anficipated
d The Downtown Precise Plan program EIR (pp. I S-I S and I 5-16) cancluded that the development occurring in
conformance with the DTPP could impact nesfing birds, represenfing a potentially significant impact Mitigafion
I S-3 of the Downtown Precise Plan program EIR reguires that all tree removal and tnmming take place outride of
the breec&ng season or that a gualified biologist conduct a survey for nesting birds pnor to tree removal or
tnmming. This measure, which shall be reguired as a conc&tion of approval for the projec will reduce the potential
impacts of the project on migratory wildlife to a less-than-significant level.
e. The Downtown Precise Plan program EIR (p. I 5-16) concluded that the development occurring in conformance
with the DTPP could impact hentage trees as defined by the City's Tree Preservation Orc&nance (Chapter 35 of the
Municipal Code), resulting in a potentially significt impact
The proposed project is subject to the City's Tree Preservation Orc&nance as a conc&tion of approval for the
projec as descnbed in the DTPP program EIR (p. I S-8) and implemented under Mitigafion I S-4. The Orc&nce
specifies that before any tree in Redwood City is cu movec or removec the applicant must obtain a permitfrom
the Parks and Recreation Director. The Parks and Recreation Commission has authonty over declanng "hentage
trees," and the Commission's decision will affect the permit application. The proposed project is also subject to
Chapter 29 of the Municipal Code, which regulates street trees (incluc&ng their removal) within public nghts of
way.
Mitigafion I S-Q which shall be reguired as a conc&tion of approval for the projec will reduce the potenfial impacts
of the project on erisfing trees to a less-than-significt level.
An ArbonstReport (HortScience, Inc., March 2013) was prepared for the project site. The arbonst: (I) assessed
all trees 6 inches and larger in c&ameter, (2) recommended any hentage trees as defined by the Tree Preservation
Orc&nance, (3) identified trees suitable for preservafion, and(4) assessed potenfial project impacts on the trees A
total of 55 trees were evaluatec incluc&ng 49 an-site trees, 4 street trees onTefferson Avenue, and 2 off-site trees on
the adfacent property to the north. The arbonst concluded that none of the trees gualifies as a hentage tree, and
none except the 2 off-site trees should be preserved
The arbonst recommends that a Cerlified Arbonst or Tree YVorker prune, if necessary, the 2 off-site trees in
conformance with the latest ec&tion of the Amencan National Stdards Institute (ANSI) Z133 (Standard for
Arboncultural Operations--Safety Reguirements) and A300 (Tree Care Operations) standards as well as 'Best
Management Pracfices--Tree Pruning"published by the Internafional Society of Arbonculture. Subject to City
9
