8.A. - Page 45
refinemen this recommendation shall be incorporated into the project landscape plans as a conc&fion of project
approval to reduce the potential impact on the 2 off-site trees to a less-than-significant level.
Consistent with the ArbonstRepor the proposed project would reguire removal of the 49 trees from the project site
and 4 street trees from Jefferson Avenue, plus pruning of the 2 trees on the adfacent property to the north. The
Street I,evel Landscape Interaction Plan (BDE Architecture and Gates +Associates, Plan SheetLl.O, 7/30/2013)
inc&cates 32 new street trees, several new trees on the north project boundary and third-level outdoor poc&um,
retention of the 2 identified off-site trees, 1,200 sguare feet of low impact development (I,ID) treabnent area for
water drainage, plus shrubs, groundcover, and vines throughout the site. The landscape plans are intended to fully
comply with the DTPP standards and guidelines, and are subject to City review and apprwal.
f. The project would not conflict with any applicable land use plan, policy, or regulation adopted for the purpose of
avoic&ng or mifigating an adverse effect on vegetation or wildlife; nor would it conflict with an adopted habitat
conservation plan. No such plans or regulafions apply to the projectsite.
Summary of Impacts
Potentially Less than Signifcant Less than
Significant With Mitigation Signifcant No
Im act Incor orated Im act Im act
V. CULTLTRAL RESOURCES -- YVould the project:
a) Cause a substantial adverse change in the significance of a historical resource X
as defined in CEQA Guidelines §15064.5?
b) Cause a substantial adverse change in the significance of an archaeological X
resource as defined in CEQA Guidelines §15064.5?
c) Directly or induectly destroy a unique paleontological resource or site or X
unique geologic feature?
d) Eliminate important examples of the major periods of Califomia history or X
prehistory?
e) Disturb any human remains, including those interred outside of formal X
cemeteries?
Documentation:
a. The DTPP (Appenc&x I) identifies 47 histonc resources and one designated histonc c&strict within the DTPP area.
The DTPP program EIR (Chapter 7) concluded that there were potential impacts to these resources only for project
sites located on or c&rectly adfacent to a histonc resource, or within or c&rectly adfacent to a histonc c&stnct
Consistent with EIR Chapter 7, the DTPP specifies standards, guidelines, and mitigations for histonc resources
identified in the DTPP. The project site is located in DTPP Non-Histonc Mifigation Group 6 (Few Histonc
MifigationsNecessary) (DTPPSection2.l, HistoncResourcesPreservafionRegulations). Theprojectsitedoesnot
contain a designated or potential histonc resource, nor is the site located in a histonc c&strict However, a potential
histonc builc&ng is located off-site across Bradford Streetfrom the projectsite. This builc&ng, 605 Middlefielc is a
Tudor style single family home and has a rafing of CR 6Z in the DTPP—found ineligible for Nafional Register,
California Register, or local designafion through survey evaluation" (DTPP p. 176). There are no mandatory
preservation standards for 605 Middlefielc and the proposed project will not alter, move, or demolish the build(ng.
In order to address Impact 7-4 (Impacts on Properties Adfacent to Histonc Resources) in the Downtown Precise
Plan program EIR, a histonc resource review was conducted by Richard Branc&, who is listed as a gualified
histonan with the California Histoncal Resources Information System and who meets the reguirements of a
Qualified Professional as set forth by the Secretary of the Intenor(Review of the Impact of the Pauls Corporation
Downtown Redwood City Project at 525 Middlefield Road on 605 Middlefield Roac October 23, 2012). The
resulting report "concludes that the project will not have an adverse effect on the [605 MiddlefieldJ builc&ng and
that the [pJroject is consistent with the standards and guidelines for histonc resources set forth in the Downtown
Precise Plan for 605 Middlefield Road" (p. I). The report was independently evaluated by City staff, which concurs
with its analysis and conclusions. Therefore, the proposed project will not result in an adverse environmental
impact on a histonc resource, and no mitigafion for histonc resources is reguired
b. &d The proposed project will not cause a potentially significant impact to any known archaeological resources in
the project vicinity. However, the Downtown Precise Plan program EIR (pp. 7-33 through 7-35) concluded that
there is a high potenfial for new development facilitated by the DTPP to c&sturb unrecorded archaeological
10
