Therefore, implementation of the proposed project will not result in a safety
hazard for people resic&ng or worinng in the projectvicinity.
g. The proposed design will be reguired to comply with all applicable City codes and regulations pertaining to
emergency response and evacuafion, as well as fire protection and secunty. In adc&fion, DTPP program EIR
Mifigation 8-1 reguires the City to implement signal detectors at selected intersections as needed over time to
provide pnonty traffic signal timing for emergency response vehicles; this program is underway. As a resul the
proposed project will not impair or interfere with emergency plans, and the impact is considered less than
significant
h. The project site is located in a Downtown urban enviranment not adfacent to wildlands and therefore will not
expose people or structures to a significant nsk of loss, injury, or death involving wildland fires.
Summary of Impacts
Potentially Less than Signifcant Less than
Significant With Mitigation Signifcant No
Impact Incorporated Impact Impact
IX. HYDROLOGY AND WATER QUALITY -- YVould the project:
a) Violate any water quality standards or waste discharge requirements? X
b) Substantially deplete groundwater supplies or interfere substantially with X
groundwater recharge such that there would be a net deficit in aquifer volume
or a lowering of the local groundwater table level(e.g.,the production rate of
pre-existing nearby wells would drop to a level which would not support
existing land uses or planned uses for which permits have been granted)?
c) Substantially alter the existing drainage pattem of the site or area, including X
through the alteration of the course of a stream or river, in a manner that would
result in substantial erosion or siltation on-or off-site?
d) Substantially alter the existing drainage pattem of the site or area, including X
through the alteration of the course of a stream or river, or substantially
increase the rate or amount of surface runoff in a manner which would result in
flooding on-or off-site?
e) Create or contribute runoff water which would exceed the capacity of existing X
or planned stormwater drainage systems or provide substantial additional
sources of polluted runoff7
Otherwise substantially degrade water quality? X
g) Place housing within a 100-year flood hazard area as mapped on a federal X
Flood Hazard Boundary or Flood Insurance Rate Map or other flood hazard
delineation map?
h) Place within a 100-year flood hazard area structures that would impede or X
redirect flood flows?
i) Expose people or structures to a significant risk of loss, injury or death X
involving flooding including flooding as a result of the failure of a levee or
dam?
j) Inundation by seiche,tsunami, or mudflow? X
Documentation:
a. &e. The proposed project site is located within a Downtown urban setting, which is served by an existing storm drain
system that outfalls into San Prancisco Bay. Implementafion of the proposed project will ufilize the erisfing storm
water conveyance facilities and will not contain uses that will involve the c&scharge of cooled/heated water or
pollutant-laden runoff. However, given the local urbanized area, the existing storm water flows contain urban runoff
with contaminants such as oil grease, parliculates, metals, and solvents. Because the proposed project is subject to
the reguirements of an NPDES permit for municipal storm water runoff and other reguirements of the City, County,
and Regional YVater Quality Control Boarc the conc&tians of which limit the volume of contaminants allowed to
15
